1.3 Legal status of the NMS
Bosnia and Herzegovina is composed of two entities, the Federation of Bosnia and Herzegovina and the Republic of Srpska, as well as Brcko District of Bosnia and Herzegovina as a self-governing administrative unit. Taking into account that meteorology and hydrology are the responsibility of the entities, in Bosnia and Herzegovina there are two Hydrometeorological Services: •Federal Hydrometeorological Service of the Federation of Bosnia and Herzegovina •Republic Hydrometeorological Service of the Republic of Srpska The Federal Hydrometeorological Service is directly responsible to the Government of the Federation of Bosnia and Herzegovina. The Republic of Hydrometeorological Service is directly responsible to the Ministry of Agriculture, Forestry and Water Management of the Republic of Srpska, which reports directly to the Government of the Republic of Srpska According to the Law on Ministries and Other Bodies of Administration of Bosnia and Herzegovina, Article 15, the Ministry of Civil Affairs shall be responsible for carrying out tasks and discharging duties which are within the competence of Bosnia and Herzegovina and relate to defining basic principles, co-coordinating activities and harmonizing plans of the entity authorities and defining a strategy at the international level, among others, in the field of meteorological activities, including the cooperation with the World Meteorological Organization. The Ministry of Civil Affairs of Bosnia and Herzegovina is directly responsible to the Council of Ministers of Bosnia and Herzegovina.
