Background
The Scientific Advisory Panel (SAP) is a non-constituent additional body established by the WMO Congress in 2019 (Resolution 10 (Cg-18)), which recognizes the benefits of independent scientific advice that would strengthen the ability of the WMO to gain from scientific and technological breakthroughs to lead advancements in weather, climate, water and related environmental fields to address global societal challenges.
The current Terms of Reference of the Scientific Advisory panel define the scope and mandate of the SAP and was approved by the WMO Executive Council in 2024 (Resolution 31 (EC-78)). Additionally, the current Rules of Procedure of the Scientific Advisory Panel, which governs operational aspects of the Research Board and its subsidiary and affiliated bodies, was approved by the WMO Executive Council in 2020 (Resolution 12 (EC-72)). The SAP, along with all WMO constituent and non-constituent bodies, must also adhere to the WMO Convention and General Regulations (WMO-No. 15).
