Through its Programmes, WMO contributes actively to the timely provision of authoritative climate statements, reviews, assessments and descriptions which make important contributions to sustainable development and to the implementation of the United Nations Millennium Development Goals. This Review is produced under the auspices of the Climate System Monitoring Project of the World Climate Data and Monitoring Programme (WCDMP), initiated in 1984 following a recommendation of the Ninth World Meteorological Congress (1983).
