The current publication presents, in an integrated manner, best practices for user-readiness projects performed by user organizations (for example, NMHSs) as well as for satellite development programmes in support of user readiness. Definitions of and a timeline for deliverables are presented that should be made available by the satellite development programmes to user-readiness projects. The best practices documented here therefore apply to both user organizations (section 3) and satellite operators (section 5).
