The purpose of this Handbook is to assist NMHSs to strengthen their capacity in strategic planning, which would be helpful in attracting investments to improve operational efficiency and effectiveness in delivering high-quality meteorological and hydrological services to citizens all over the world. This document is specifically intended for NMHSs interested in initiating or improving their strategic planning processes. This Handbook is to be used in conjunction with the WMO Strategic Planning Template that represents a basic strategic plan model which can be easily completed by an NMHS.
