Terms of Reference

1 Analyse the potential audience of the WRA guidance material and its needs
2 In light of the above describe a detailed but flexible step-by-step WRA process (i.e. a description that provides alternatives that the user can choose according to the social, environmental and economic condition where the WRA has to be implemented, identifying essential and optional steps) responding to CHy-14 request
3 On the basis of the above process, identify the topics for which guidance materials would be required by users to undertake the WRA process;
4 Review in light of the above mentioned analysis the published and unpublished relevant material produced by WMO (and of other organizations if applicable) and organize it along the step-by-step process
5 Explore functionalities of the DWAT platform, and the BoM WRA Tool and of other available WRA Tools (identified through an internet search) and assess them according criteria developed by the Task Team on the “Inventory of end-to-end flood forecasting and early warning system platforms”.
6 Identify (from published and unpublished relevant material produced by WMO especially the draft WRA manual) those parts/sections that could integrate some gaps and could be presented as stand-alone documents.
7 Identify gaps not yet covered by existing material (e.g. network design)
8 Prepare a short text, intended for both web and paper publication, explaining the rationale of the new approach and guiding the user through the step-by-step process and the referenced material
9 Design a strategy for continuous updating of the guidance, balancing the advantages of web publication and the need for stand-alone manuals usable in the field
10 Follow up closely the works of the HydroSOS component 2b (status of water resources) to ensure coherent approach with the other WRA-related WMO activities
