Terms of Reference
In January 1999, the GCOS Surface Network (GSN) Monitoring Centre Imple
mentation Meeting was held in Offenbach, Germany (GCOS-53, 1999). This was the
official start of the monitoring activities. The proposed tasks of the GSN Monitoring
Centres are (GCOS-53, 1999):
(i)
To monitor the availability, timeliness and completeness of the CLIMAT
messages distributed via GTS to improve the performance of the GSN;
(ii)
To perform basic quality control and assurance procedures for GSN
stations to obtain high quality and completeness of the data set.
