Terms of Reference

Purpose: coordinate activities and review the proposed updates for periodic updating of the WMO regulatory and guidance material on measurements, instrumentation and traceability, and foster consistent use of terminology across these documents, in particular for the Guide to Instruments and Methods of Observation (WMO-No. 8), the Guide to Operational Weather Radar Best Practices (WMO-No. 1257), the International Cloud Atlas (WMO-No. 407), the Guide to Hydrological Practices (WMO-No. 168), Volume I and Guide to Hydrological Practices (WMO-No. 168), Volume II. Contribute to publication of Instruments and Observing Methods (IOM) reports by reviewing the proposed reports.
ToR:

Under the direction of the Chair of INFCOM/SC-MINT, the Editorial Board (EdBd) shall undertake tasks and provide advice on and support for the implementation of the WIGOS framework and the priorities of the WMO Strategic Plan (2024-2027), in accordance with the SC-MINT Terms of Reference; in particular:
1. Coordinate activities for periodic updating of the WMO regulatory and guidance material on measurements, instrumentation and traceability, in particular for the Guide to Instruments and Methods of Observation (WMO-No. 8) and the Guide to Operational Weather Radar Best Practices (WMO-No.1257), as well as the relevant sections of the Guide to Hydrological Practices (WMO No. 168) and Manual on Stream Gauging (WMO No. 1044) in collaboration with other WMO technical commission substructures, relevant ETs and communities, WMO programmes, HMEI and the WMO Secretariat.
2. Closely collaborate with and support SC-MINT Expert teams on the development and update of SC-MINT-related regulatory and guidance material, including identifying material that might be progressively elevated to the level of regulatory material.
3. Advice SC-MINT on the need to update relevant regulatory and guidance material.
4. Liaise with other WMO bodies to ensure consistency of the WIGOS regulatory and guidance material and contribute to the development of the WMO Standard Vocabulary.
5. Monitor the International Cloud Atlas (ICA) – Manual on the Observation of Clouds and Other Meteors (WMO-No. 407) website to ensure its integrity is maintained.
6. Monitor public feedback on issues/errors identified in the ICA and log these messages for consideration during preparation of its next edition. Develop recommendations to SC-MINT leadership on the need to develop another edition of the ICA, if appropriate.
7. Review proposals for, and manage review and revision of, draft IOM reports, and other reports under SC-MINT responsibility.
8. Review proposals for and advise ETs on the development of common ISO/WMO standards.
9. Contribute to the development and review of other WMO guidance and regulatory material, as appropriate.
