Terms of Reference

1.1 The overall objective of Assessment of the Performance of Flow Measurement Instruments and Techniques (Project X) is to carry out assessment of the performance of hydrometric instrumentation and measurement methodologies, through collection of data and reports, intercomparison, etc., make the relevant outputs (reports, guidance, best practices, software, etc.) available to Hydrological Services around the world, and to encourage and promote standardized approaches that are freely available wherever possible. New and existing hydrometric instrumentation and methodologies are to be considered.
1.2 Specific elements of the Project X Management Committee mandate include:
a) To provide general guidance to the project and to develop, update and carry out the project work plan as necessary to take into account the different perspectives of the participating organizations;
b) To identify gaps and future requirements in relation to the objectives of the project;
c) To make recommendations to the participating organizations on activities that could be considered by those organizations in support of the project;
d) Individual representatives of participating organizations should provide periodic progress reports to their constituent bodies, as required by them;
e) To provide to INFCOM through SC-MINT and with the contribution of JET-HYDMON reports on progress, recommend standardized practices and other issues deemed of importance to the Hydrological Assembly, the Commission for Observation, Infrastructure and Information Systems (INFCOM) and its relevant subsidiary bodies, and other expert teams as requested;
f) To liaise with the Innovation component of the Hydro Hub (Global Hydrometry Support facility).
