Terms of Reference
a) Collaborate with the Standing Committee(s) and Study Groups of the WMO Services Commission (SERCOM) and establish effective coordination with the relevant Subsidiary Bodies of RA I.
b) Develop, promote, and oversee the implementation of strategies to strengthen the capacity of RA I Members to provide quality and adequate weather, climate and water services tailored for specific users and purposes.
c) Provide guidance to Members for appropriate user-interface actions with the relevant stakeholders, to address priorities and needs for improved services’ provision in aviation, agriculture, water, marine and oceanography, disaster risk reduction and public services, health, energy, and urban integrated services, in coordination with the related RAI Working Groups.
d) Promote and support strategies for the development and implementation of multi-hazard early warning systems at local, national, and regional scale, as appropriate, keeping the exchange of products and experiences as the highest priority.
e) Advise on the designation of Regional Specialized Meteorological Centres (RSMCs) and Regional Climate Centres (RCCs) and report on gaps in their mandatory functions, with recommendations for improving the quality of their services.
f) Promote the services provided through RSMCs, RCCs and RCOF mechanisms including adopting new approaches such as through the objective seasonal Forecast, operational climate monitoring and climate watch systems in support of decision making.
g) Encourage the development of international financing projects related to weather, climate, and water services in the region (e.g., African Development Bank (AfDB), Global Centre on Adaptation (GCA), Intra-ACP (African, Caribbean, Pacific Group of States).
h) Promote the engagement of the public and private sectors in matters related to the full business chain(s) of weather, water, and climate services.
