Mission and objectives
The main activities for the HydroSOS regional implementation team will be based on implementing and updating the regional HydroSOS implementation plan considering:
• Identification of priority countries/basins/stations (in region RA VI) where development of enhanced hydrological status and outlook information would have the highest impact for NMHS stakeholders;
• Consideration of any short-term opportunities: integration of hydrological status and/or outlook information already available as published products (including those shared within the HydroSOS Demonstration Portal);
• Building linkages with other WMO Flagship Initiatives such as WHOS, WIPPS (Data and product sharing);
• Conducting regional and national assessments of hydrometeorological capacities and needs related to the development of hydrologicalstatus and outlook products;
• Development of stakeholder engagement mechanisms (i.e., workshops) to understand the needs of current and possible future end-users of HydroSOS products;
• Organize how NMHS will be engaged in HydroSOS and their respective roles and responsibilities and maintaining contact with national HydroSOS focal points;
Modalities of work
• Mainly virtual meetings, as many as needed. Normally WMO would be expected to convene a face-to-face task team meeting once every year at its headquarters in Geneva, Switzerland. Consideration may be given by WMO to convening at an alternative location provided that it increases efficiency without
increasing costs to the Organization.
This task team will subordinate to the RA VI Sub Group of Hydrological Assembly, and the leader of the HydroSOS Team is recommended to be part of the Working Group on Services and of the Working Group on Infrastructure;
The Regional Hydrological Adviser for RA VI (or a leader of HydroSOS Team) will represent the RA VI HydroSOS Regional Implementation Team at the HydroSOS Global Implementation Team, and at Hydrological Coordination Panel, bringing regional issues, feedback and ensuring coordination.
Meetings of the team will be open to other experts depending on the agenda items needing wider expertise.
The Team will:
1. Establish steps and specific plans for implementing HydroSOS within the region to address identified needs, including setting up project proposal writing team(s) for basin/national/regional implementation which include NMHS and other relevant stakeholders and identifying potential resources to support HydroSOS and developing project proposal(s) with the help of WMO and identified partners;
2. Consider starting HydroSOS project focused on cryosphere (E.g., Pilot in Scandinavian countries)
3. Conducting initial training to develop capacity around initially identified gaps with the support of the HydroSOS Coordination Team (depending on funding)
4. Providing technical assistance to NMHSs.
5. Maintain communication with the HydroSOS Technical Development Team to provide requirements and feedback on technical activities such as product standards, regional platform specifications, global and regional data sources etc.
6. Report progress of the implementation to the Sub Group Hydrology and Hydrological Assembly of RA VI
