Terms of Reference
(a) To enhance Members’ capabilities in impact- and risk-based forecast and warning products and services to enable better preparedness and response to hydrological and meteorological events, through supporting appropriate education and training programmes;
(b) To strengthen Members’ capacity in multi-hazard early warning systems (MHEWS), with emphasis on effective warnings reaching the “last mile”;
(c) To assist Members in enhancing their service delivery capabilities and enabling effective implementation and compliance, including the Common Alerting Protocol (CAP) implementation, through the development of cooperative and supportive frameworks;
(d) To strengthen Members’ partnerships with key national stakeholders in the disaster risk management community to increase reach to community level;
(e) To facilitate Members’ mobilization of strategic resources involving development partners and national governments and assist Members to develop long-term strategies and operational plans to address the identified capacity needs for MHEWS;
(f) To establish strategic, functional and mutually beneficial development partnerships and alliances with the key global, regional and national entities in the UN, intergovernmental and nongovernmental organizations, the private sector, and academia;
(g) To encourage the prioritization of activities to improve early warning for severe weather in the least developed countries and small island developing states of RA V;
(h) To coordinate with relevant SERCOM subsidiary bodies and provide advice to the Working Group on Services on the above issues;
(i) To coordinate, as appropriate, with other relevant regional expert teams/groups outside of WMO in order to minimize duplication of work and maximize collaboration.
