Terms of Reference
The High-Level Task Team on EW4All builds upon the foundations and progress established by the previous RA VI Task Team on the Global Multi-Hazard Alert System (GMAS), ensuring continuity and alignment with global and regional frameworks, and a seamless transition to the broader scope of EW4All, with a primary focus on enhancing hazard detection, monitoring, and forecasting capabilities in the Region.
The WMO RA VI High-Level Task Team on Early Warnings for All (EW4All) will strengthen regional coordination and collaboration in the implementation of the Early Warnings for All initiative, with a primary focus on Pillar 2: Detection, Observations, Monitoring, Analysis, and Forecasting of Hazards, led by the World Meteorological Organization (WMO).
The Task Team will also contribute to the other three pillars—Disaster Risk Knowledge, Warning Dissemination and Communication, and Preparedness to Respond—in coordination with the United Nations Office for Disaster Risk Reduction (UNDRR) and other leading agencies.
The WMO RA VI High-Level Task Team on EW4All will be responsible for the following key tasks:
(1) Focus on Pillar 2:
Lead regional efforts related to the detection, observations, monitoring, analysis, and forecasting of hazards, ensuring that WMO expertise and resources are fully leveraged.
Coordinate with WMO Members to enhance regional capacities in these areas, facilitating the exchange of best practices and innovations.
(2) Strategic coordination and implementation:
Develop and oversee the implementation of the regional action plan for EW4All, ensuring alignment with the broader Road map for Early Warnings for All Initiative approved through Resolution 1 (EC-78).
Monitor progress, identify challenges, and propose solutions to enhance the effectiveness of early warning systems within the Region.
(3) Building on GMAS progress:
Utilize the advancements and methodologies developed by the previous RA VI Task Team on GMAS to inform and guide the implementation of EW4All in RA VI.
Ensure that the lessons learned and best practices from GMAS are integrated into the EW4All framework at the global level, particularly in the context of hazard detection and forecasting
(4) Stakeholder engagement:
Engage with regional stakeholders, including national governments, civil society, and the private sector, to build broad-based support for the EW4All initiative in RA VI.
Facilitate capacity-development activities, knowledge-sharing, and stakeholder coordination to enhance regional early warning capabilities.
(5) Contributions to other pillars:
Contribute Work through the RA VI president to the work of in TCC by providing contributing with [Secretariat] RA VI expertise and support as needed to ensure an integrated and cohesive approach to early warning systems.
Provide input and feedback to the initiatives in RA VI on disaster risk knowledge, warning dissemination and communication, and preparedness to respond, aligning regional actions with global objectives.
(6) Reporting and accountability:
Report regularly to the RA VI session and WMO governance bodies (TCC through the RA VI president) on the progress and outcomes of the EW4All initiative within the Region.
Contribute to the Early Warnings for All dashboard, ensuring accurate and up-to-date tracking of regional progress.
