Terms of Reference
Under the direction of the Chair of INFCOM/SC-MINT, the Expert Team on Quality, Traceability and Calibration (ET-QTC) shall undertake tasks and provide advice on and support for the implementation of the WIGOS framework and the priority activities of the WIGOS operational phase 2020-2023, in accordance with the SC-MINT Terms of Reference; in particular:
1. Develop missing tools and assess the compliance of the Regional Instrument Centres (RICs), Regional Marine Instrument Centres (RMICs) and Regional Radiation Centres (RRCs) by monitoring their performance and capabilities.
2. Strengthen the Quality Management Framework of RICs, RMICs and RRCs by providing support towards their certification and/or accreditation.
3. Streamline the concept of RICs, RMICs and RRCs, and possibly other centres, and promote their inter-collaboration, as well as collaboration between them and the Regional WIGOS Centres (RWCs), as appropriate.
4. Promote further the partnership between the Centres of developing and developed countries and encourage Members to benefit from the available Centres’ services.
5. Assist in conducting interlaboratory comparisons.
6. Develop guidance material towards implementation of the strategy for traceability assurance, thus ensuring worldwide traceability of measurements to the International System of Units (SI).
7. Collaborate with Centres, and with other SC-MINT expert teams, on developing training material on quality, traceability and calibration, and on holding training workshops, in collaboration with Regional Training Centres (RTCs).
8. Regularly review and update WMO-No. 8 and other WMO guides relevant to the expert team activities, and ensure consistency with other WIGOS regulatory and guidance material.
9. Contribute to the evaluation of World Records of Weather and Climate Extremes, as required.
10. Provide support to the activities of the Project X, as appropriate.
11. Liaise and collaborate with the Global Space-based Inter-Calibration System (GSICS) on traceability of space-based measurements, as appropriate.
