Terms of Reference
1. Guide the development and operationalization of CSIS at regional and national levels for the systematic provision, dissemination and exchange of climate data, monitoring, prediction and projection products and services; and collaborate with the relevant subsidiary bodies of INFCOM for integrating CSIS into the WIPPS.
2. Strengthen the roles of the National CS Focal Points, particularly for improved implementation of CSIS at the national levels.
3. Guide the establishment and implementation of National Frameworks for Climate Services.
4. Sustain the establishment and operations of Regional Climate Centres (RCCs) and RCC Networks and mainstream their support to NMHS climate operations.
5. Guide the implementation and transition of regional and national Climate Outlook Forums into Climate Forums.
6. Support enhanced operational climate prediction services from sub-seasonal to longer timescales including objective forecasting, for systemic provision, dissemination, and exchange of products at global, regional, and national levels, with a special focus on EW4All requirements.
7. Support and quality control to the Global Seasonal Climate Update, Global Annual to Decadal Climate Update, and El Niño/La Niña Updates
8. Assess the latest knowledge on climate variability and climate change and facilitate access to and interpretation/uptake of annual to decadal climate prediction and climate change projection products into climate services.
9. Enhance support to the Members on the production and uptake of user-tailored climate products and services, including sector-specific climate indices.
10. Support the development of tools and expertise to help incorporate climate science into climate adaptation and mitigation policies, plans and investments, and support the co-production of science-based and actionable climate information with a special focus on national levels.
