Terms of Reference
The “Climate Infrastructure Task Team” is established to:
1. Identify gaps and overlaps in the existing infrastructure, regulations and guidance materials related to the production, exchange and archiving of Climate observation at the global, regional and national levels - the WIGOS, WIS and WIPPS components needed for Climate monitoring, including reanalysis needs.
2. In the scope of the gap and overlap analysis, review the climate data management standards and recommended practices as well as the availability of Climate Data Management Systems (CDMS), Climate archives and Climate data centres to serve the national and international needs for climate monitoring as identified by SERCOM.
3. In the scope of the gap and overlap analysis, consider the necessity and potential benefits for Members to establish global and/or regional climate infrastructure mechanisms and possible coordination with the existing Lead Centres and Global Producing Centres (GPCs) of the WMO Integrated Processing and Prediction System (WIPPS) and GCOS.
4. Identify needed actions of INFCOM to close the identified gaps in the Climate Infrastructure, regulations and guidance materials and resolve overlaps and conflicts, taking due regard to the relevant decisions and recommendations of the Congress, Executive Council, Technical Commissions, and the Global Climate Observing System (GCOS).
5. Propose to INFCOM management group prioritization of the identified needed actions and appropriate working mechanisms (INFCOM subsidiary bodies and other working bodies and mechanisms) to take forward the required activities.
The Task Team will have the following composition:
• Chair – INFCOM President
• Vice-Chair – GCOS Steering Committee Vice-Chair
• Representatives from SC-MINT, SC-ON, SC-WIPPS, SC-IMT, AG-GCW
• Representatives from potential global and regional climate centres
• SERCOM and RCC representatives
• WCRP representative
The Task Team will report to the INFCOM Management Group to provide a Report identifying gaps and overlaps within the WMO infrastructure components supporting climate applications and services, including identification and prioritization of required actions to address the gaps identified, by Q3 2025.
