Terms of Reference

The RA V Coordination Panel on Hydrology and Water Resources (CP-H) coordinates operational hydrology activities across technical and research domains at the regional level with the following ToR:

(a) Support the RHA to the president in ensuring that the contributions in operational hydrology pertaining to the Region are coordinated across the services, infrastructure, and research domains and with weather, climate, and other thematic areas;

(b) Contribute to the RA V Operating Plan (Work Programme) in areas relevant to hydrology and water resources matters;

(c) Support WG-S and WG-I in drafting and updating the hydrological components of the RA V Operating Plan (Work Programme), reflecting contributions to the WMO Plan of Action for Hydrology 2022–2030, monitoring the progress of hydrological activities’ implementation in RA V, and update its progress to the RA V MG through the RHA on a regular basis;

(d) Recommend hydrological-related substructures, as necessary, under WG-S and WG-I;

(e) Liaise with the Hydrological Coordination Panel (HCP) of EC, through RHA, ensuring alignment of activities on behalf of the Association, and facilitate cooperation of WG-I and WG-S with INFCOM and SERCOM subsidiary bodies responsible for hydrological components of their respective work programmes;

(f) Identify experts who serve on both the technical commissions and the CP-H to assist with the sharing of regional priorities and requirements, and the implementation of technical priorities and associated capacity development activities;

(g) Serve as the organizing committee for the Regional Hydrological Assembly and the RA V Hydrological Advisers Forum, as necessary;

(h) Support WG-S and WG-I in proposing and monitoring workshops and forums related to operational hydrology, sharing corresponding information in advance, with the support of Members;

(i) Support the regional implementation of cross-cutting hydrological initiatives such as the Global Hydrological Status and Outlook System (HydroSOS), in coordination with WG-S and WG-I;

(j) Facilitate the sharing of knowledge, experience, and technology related to operational hydrology among RA V Members, in collaboration with other bodies and mechanisms;

(k) Submit annual reports to the RA V MG, according to the RA V Operating Plan (Work Programme), and share the report with Members and HCP.
