Regional WIGOS Centres (RWCs) Audit Workshop
Background
The Regional WIGOS Centres (RWCs) audit process (Resolution 12), https://library.wmo.int/doc_num.php?explnum_id=11008 was approved by the seventy-third session of the Executive Council (EC-73) which was held remotely from 14 to 25 June 2021. It covers the process for designation, assessment and reconfirmation of RWCs. Furthermore, an initial set of audit criteria was developed by the WMO Secretariat in consultation with the Expert Team on WIGOS Tools (ET-WT) of INFCOM Standing Committee on Earth Observing Systems and Monitoring Networks (SC-ON), for auditing RWCs in RA II.
The ET-WT has revised the RWC audit criteria and developed a draft audit program following a gap analysis result prepared by the Expert Team on Audit and Certification (ET-AC) of INFCOM Standing Committee on Information Management and Technology (SC-IMT). An online workshop to improve the draft audit criteria and draft audit program was organized from 22 to 23 September 2022, https://community.wmo.int/meetings/online-workshop-regional-wigos-centre-rwc-audit-program-and-audit-criteria. It was further agreed to arrange a follow up meeting/workshop between ET-WT and ET-AC, for which an in-person event was considered the most efficient and feasible approach.
Expected outcomes
The workshop is expected to:
- To finalize the RWC audit program for RWCs in pilot mode (esp. identifying and understanding the audit objectives, preliminary schedule, roles, reference to related guidance material such as Doc 49, Vol. I, Manual on WIGOS, Guide to WIGOS, proposing a suitable approach for Joint RWCs) as well as the audit criteria (including further developing/improving an audit questionnaire and information about expected evidence)
- To identify the required resources and competencies (auditors, training, funding), a timeline for certification audits of RWCs in pilot mode and any supporting tools to perform the audit of RWCs
