Background
The OSCAR/Requirement database is a critical tool used in the Rolling Review of Requirements (RRR) process. It is the repository of technology free observational user requirements expressed quantitatively for all WMO Application Areas. They are maintained by the Application Area Points of Contact under the oversight of the WMO Infrastructure Commission (INFCOM) Joint Expert Team on Earth Observing Systems Design and Evolution (JET-EOSDE). The user requirements are expressed for geophysical variables in terms of 6 criteria: uncertainty (1 sigma), horizontal resolution, vertical resolution, observing cycle, timeliness, and stability (where appropriate). For each of these criteria 3 values are determined by experts:
- The "threshold" is the minimum requirement to be met to ensure that data are useful
- The "goal" is an ideal requirement above which further improvements are not necessary
- The "breakthrough" is an intermediate level between "threshold" and "goal" which, if achieved, would result in a significant improvement for the targeted application. The breakthrough level may be considered as an optimum, from a cost-benefit point of view, when planning or designing observing systems.
Purpose of the workshop
With WMO’s Earth System approach, and the redesign of the RRR process undertaken by the JET-EOSDE, the goal of the workshop will be to discuss and explore possible evolution of the OSCAR/Requirements tool for improving how observational user requirements should now be reflected in the database for the different WMO Application Areas.
