Termination plan of TAC reports of SYNOP, TEMP, PILOT and CLIMAT
Notification from China Meteorological Agency
In compliance with the WMO BUFR migration plan, China Meteorological Administration (CMA) will stop the parallel dissemination of SYNOP, TEMP, PILOT and CLIMAT reports in FM TAC effective 1200 UTC, 3 December 2019.
The last FM TAC bulletins will be SMCI// BABJ 030600, SICI// BABJ 030900, US[K,L,E]CI// BABJ 030000, UP[Q,G,H]CI// BABJ 030000.
There will only be BUFR data dissemination after this date/time.

Adoption of amendments to the Manual on Codes (WMO No. 306) by the fast-track procedure
In accordance with the Procedures for Maintaining Manuals and Guides (Res. 21 (Cg-17) revised by Res. 12 (EC-68)), the Secretariat sent the amendments to the Manual on Codes (WMO-No. 306), Volumes I.2 and I.3 to the focal points for codes and data presentation matters for comments.
No objections were received from the focal points to the amendments.
The President of WMO has adopted the amendments on behalf of Executive Council in accordance with the Procedures.
The date of implementation is 6 November 2019. The lists of amendments are attached to this email [Volume I.2] and [Volume I.3]

Global Deterministic and Ensemble Forecast Data Provision
Notification from Japan Meteorological Agency (JMA)
JMA was designated as RSMC for general purpose activities in global deterministic and ensemble forecast prediction. In response to the decision, JMA will start providing global deterministic and ensemble weather forecast products on 21 May 2019 [read article].

Adoption of amendments to the Manual on Codes (WMO No. 306) by the fast-track procedure

Adoption of amendments to the Manual on Codes (WMO No. 306) between CBS sessions
In accordance with the Procedures for Maintaining Manuals and Guides (Res. 21 (Cg-17)), and as approved by the president of CBS, the WMO letter No. 03075/2019/OBS/WIS/DRMM/DRC (En, Fr, Ru, Sp, Ar) dated 18 February 2019, including draft amendments to the Manual on Codes, was circulated to all WMO Members for comments.
The Secretariat has received no disagreements on the draft in the letter. The amendments are therefore approved in accordance with the Procedures.
The president of CBS has agreed to notify all WMO Members and EC members of the adoption through the WWW Operational Newsletter in accordance with the Procedures.
The implementation date of amendments is 6 November 2019.

METAREA XIV - Oceanic region
Notification from MetService New Zealand
Effective 30 April 2019 METAREA XIV will change its broadcast time for the oceanic region. The synopsis and forecast for the southern region will now be broadcast at the same time as the remaining METAREA XIV high seas forecasts at 0930 UTC and 2130 UTC instead of at 0330 UTC and 1530 UTC [see link].

Termination of TAC reports of drifting buoys from Japan
Notification from Japan Meteorological Agency (JMA)
The ASCII messages of FM18 BUOY for JMA drifting buoys distributed under the WMO headers:
SSVB[01-19] RJTD will cease on 6 March 2019.
IOB[A-D,I-L]1[1-3] RJTD is available for JMA drifting buoys in BUFR format.
