1. New release of OSCAR/Surface - making WIGOS tools better integrated/more interoperable
|
WMO in close collaboration with MeteoSwiss have developed a new release (1.7.0) of OSCAR/Surface. A pre-operational version is now available from the Deployment platform of OSCAR/Surface (https://oscardepl.wmo.int/surface) while the final operational version of release 1.7 will be available on the Production platform (https://oscar.wmo.int/surface) at the end of October 2021. 2. OSCAR/Space Version 2.6 released
|
OSCAR/Space Version 2.6 was released in 1 October 2021 under the new web address: https://space.oscar.wmo.int. The software release contains several new features related to the Gap Analysis, which is the primary function of the database. In addition, a RESTful API* to retrieve database records from OSCAR/Space and to return them in JSON format was developed and implemented. This makes OSCAR/Space machine readable, for the first time ever. More

OSCAR/Space Gap Analysis can be now applied for WIGOS Subcomponents according to the WIGOS Vision 2040.

3. Growing support for the Systematic Observations Financing Facility (SOFF)
|
|
|
|
On the 27th of September 2021, the WMO, the United Nations Development Program (UNDP) and the United Nations Environmental Program (UNEP) convened the third meeting of the forum of potential funders for the Systematic Observations Financing Facility (SOFF).
Some 50 delegates representing potential bilateral, multilateral and philanthropic funders, as well as observer organizations, including the Least Developed Countries (LDCs) Group and the Alliance of Small Island States (AOSIS) and the members of the Alliance for Hydromet Development, joined the meeting.
Delegates welcomed the quality of the SOFF draft Terms of Reference and the significant progress made with a well-articulated SOFF design. A growing group of funders are indicating their interest in pledging at 26th session of the Conference of Parties (COP26) to the UN Framework Convention on Climate Change (UNFCCC). More

4. Launch of the first Andean Snow Information Platform – a joint initiative of Argentina and Chile
|
The Andes Cordillera plays a fundamental role as a natural “water tower” all along western South America. In the subtropical region, the Andes mountains intercept much of the precipitation during the winter months, forming a snowpack that melts in the spring and summer months feeding the rivers of central-western Argentina and central Chile. The monitoring of the snow cover in this region and the reliable access to data is essential for the diagnosis and prognosis of surface runoff and the recharge of aquifers. More

5. Ozone research managers meeting stresses the importance of systematic observations
|
Ozone experts from around the world came together for a five-day virtual meeting, the 11th meeting of ozone research managers (ORM11) of the Parties to the Vienna Convention for the Protection of the Ozone Layer. They have stressed the importance of systematic observations to monitor the state of the ozone layer and the presence of ozone-depleting substances, and to increase understanding of the impact of climate change on the Earth’s protective shield against harmful ultraviolet (UV) rays. More

|
The seventy-third session of the Executive Council (EC-73) which was held remotely from 14 to 25 June 2021 approved the Regional WIGOS Centres (RWCs) audit process, which covers the process for designation, assessment and reconfirmation of Regional WIGOS Centres (RWC). More

7.1 Outcomes of the Webinar on OSCAR/Surface for RA III in Spanish, 4th August (and announcing the next ones)
|
Following discussions with the Chair of the Regional Association III (RA III) Working Group on Infrastructure and Technological Development (WG-ITD), in the context of the ENANDES project (Enhancing Adaptive Capacity of Andean Communities through Climate Services), OSCAR/Surface has been identified as one of the critical topics on which Members would benefit from additional training, in Spanish language. 7.2 RA V Training Workshop on Regional WIGOS Centres Functions and Tools (online), 22 September 2021
|
The President of Regional Association V (RA V) has endorsed applications from 3 WMO Member countries, namely Fiji, Indonesia, and Singapore, to serve as Regional WIGOS Centres within the Region. To support the RWC establishment in RA V, WMO secretariat is organizing and scheduling a series of training events on RWC functions and tools. More

8.1 WMO online Training Workshop on Transition to Automated Ground-based Measurements for WMO Regional Association V (South-West Pacific)

We are pleased to announce the second WMO online Training workshop on Transition to Automated Ground-based Measurements for participants from Regional Association V (South-West Pacific). The workshop will comprise five sessions of two-hours each (22:00-24:00 UTC) that will be held over four consecutive days (30 November – 3 December 2021), while the wrapping up session will take place on 8 December 2021. 8.2 WMO interlaboratory comparison expanding into RA I and RA III
|
Regional Instrument Centres (RICs) and other calibration laboratories within National Meteorological and Hydrological Services (NMHSs) play a major role in performing regular calibrations of measuring instruments. This is essential to ensure traceability of measurements to the International System of Units (SI) and to meet the increasing demand for high-quality and comparable measurement data. More

8.3 Call for Radiosonde operators for the WMO Upper-air Instrument Intercomparison at Lindenberg, Germany in 2022 (Holger Vömel)

The field phase of the WMO Upper-Air Instrument Intercomparison is scheduled to take place at the German Meteorological Service (DWD) Observatory at Lindenberg, Germany, from 8 August to 17 September 2022. This campaign follows the previous intercomparison series, the last one having been organized at Yangjiang, China, in 2010. More
