Terms of Reference

(1) Under the general manager of the Working Group on Services (WG-SER), it will develop functions related to the planning, implementation and evaluation of technical programme activities related to marine and coastal services in the region, which will include:

(a) Develop a regional implementation plan for improving marine meteorological, oceanographic and coastal services, and where possible harmonising activities to avoid duplication and maximise resource use; 

(b) Ensure that linkages are established with the Standing Committee on Marine Meteorological and Oceanographic Services (SC-MMO), the Expert Team on Maritime Safety (ET-MS) and the WMO-IMO Worldwide Met-Ocean Information and Warning Service (WWMIWS) and the RA III Working Group on Weather & Climate (WG-W&C). As well, other intergovernmental organizations, working groups and committees such as: The Permanent Commission for the South Pacific (CPPS), Regional Seas Programme from UNEP, South-East Pacific Regional Hydrographic Commission (SEPRHC), South-West Atlantic Regional Hydrographic Commission (Regional Hydrographic Commission (SWAtHC), Meso American & Caribbean Sea Hydrographic Commission (MACHC); and other stakeholders;

(c) Ensure Members are able to contribute to met-ocean requirements,

(d) Promote adequate coordination and cooperation with oceanographic institutes and institutions providing marine meteorological services;

(e) Assisting Members to enhance marine meteorological, oceanographic and coastal services delivery capabilities and enable effective implementation and compliance;

(f) Identifying common needs and capacity gaps to optimising training and resources opportunities on marine meteorological, oceanographic, and coastal services to achieve widest possible impacts amongst Members.

(2) Monitor and update the definition of competency requirements and quality management approaches for marine, oceanographic, and coastal meteorological services, and assist Members, where possible, in maintaining the requirements.

(3) Monitor, review, and update user needs and requirements for marine, oceanographic and coastal meteorological services.
