Expert Team on Competencies and Capacity Development (ET-CCD)
The Expert Team on Competencies and Capacity Development (ET-CCD) within the Standing Committee on Marine Meteorological and Oceanographic Services (SC-MMO) will support the WMO to develop, strengthen and maintain the capacity of Members to provide operational weather, ocean, and climate forecasting and applications to support safety of life and property at sea and in coastal areas, and promote a safe, productive, and healthy ocean.
Terms of Reference
The ET-CCD shall assist Members in developing the capacity and competencies to provide operational weather, ocean and climate forecasting and applications to support safety of life and property at sea and in coastal areas, and promote a safe, productive, and healthy ocean. The ET-CCD shall:
1. Foster the implementation of WMO strategic initiatives under the services delivery framework, including verification, quality management, the Marine Forecaster Competency Framework, the Sea Ice Forecaster and Analyst Competency Framework and resilience activities;
2. Assist Members in the identification of ocean scientific knowledge gaps in national infrastructures, national oceanographic data centers, and operational weather and ocean forecasting centers in collaboration with ET-MOR;
3. Establish an evaluation system for the capacity development (CD) activities and assess and recommend capacity development tools/systems in accordance with identified requirements;
4. Establish institutional processes to:
a. Identify capacity and competencies required by Members in order to provide MMO services;
b. Assist with the development and implementation of regional CD work plans.
5. Through working closely with WMO (in particular the Marine Services Division, the Education and Training (ETR) Office and the Regional Training Centres (RTCs)), where relevant;
a. Advise regional associations and Members in developing and implementing CD work plans, making use of existing mechanisms and facilities.
b. As appropriate, identify relevant partners with which to collaborate on capacity development and training to enhance the safety of life and property at sea and in coastal areas and strengthen Member’s capability in marine and ocean services. This may include collaboration with IMO, IHO, IOC, IALA and IMPA, leveraging CD expertise and experience across these organizations.
6. Raise awareness regarding new MMO marine weather and ocean observations, data management, forecasting systems, and services by building appropriate connections between oceanographic and meteorological institutions, to better understand MMO services.
7. Working with the ET-MOR promote the competencies necessary for the availability, re-use and downscaling of metocean analyses and forecasts, taking into consideration small and enclosed or semi-enclosed seas and associated coastal phenomena;
8. Working with the ET-MS promote the availability of open-source systems of sea ice and iceberg analyses, generation of GMDSS bulletins in Polar METAREAs and facilitate the exchange of expertise between sea ice services and centres;
9. Work closely with NMHSs, WMO Regional Training Centres, appropriate nautical training institutes, and other relevant bodies, in collaboration with the WMO Capacity Development Panel, to strengthen nascent efforts in Marine Weather Forecasting training courses, linked to regulations and competencies, to build the capability of marine forecasting centers, including for NMHS in SIDS and developing coastal countries;
10. Working with the ET-CER enhance a capacity of awareness, preparedness and community ownership of life-threatening coastal ocean hazard management;
11. Working with the ET-CER, ET-MS and the JCB, support the SC-DRR in the provision of DRR capacity development to Members, and in particular developing countries and Small Island Developing States, on all issues of coastal and marine hazards and improved multi-hazards early warning systems;
12. Coordinate CD activities and efforts with INFCOM SG-ON, SG-OOIS, and other relevant bodies, to ensure the maximum effectiveness of marine weather and ocean services;
Membership
The term of this Expert Team will be until the first SERCOM Session after Congress-19 (2023).
