Terms of Reference

PREAMBULE
According to the Manual on the Global Data-processing and Forecasting System (WMO No. 485) the WMO RA VI Network comprises several nodes, each led by a Member with one or more contributing members, each. Together the leads and contributing members form the WMO RA VI RCC Consortium.

MISSION AND OBJECTIVES
Mission is the coordination of the whole operation process aimed at integration of actions and goals of each node and its contributing members in order to achieve the common goals.

The Team objectives are to coordinate the RCC operation from planning, implementation, to monitoring of progress and follow-up of the activities. This includes the following activities:
• Implementation of the RCC Network’s Operating Plan,
• Update of the RCC Network’s Operating Plan, as needed taking into account the WMO and Regional business reform and requests from users,
• Development of the RCC Network’s products and services, organization of regular Regional Forums of Users and Coordination Meetings,
• Monitoring the operation of the RCC network, specifically for the support of member NMHSs, aiming for enhanced visibility and a strong role of the member NMHS,
• Foster the participation of RA VI NMHSs in existing partnerships and their contribution to the establishment of potential new private, public and academic intersectoral partnership and collaboration towards the achievement of Sustainable Development Goals, with a particular focus on SDG 13.
• Foster informal collaborations between nodes and/ or Consortium members

COMPOSITION
It will be composed of the RCC Network Nodes leads, led by the RCC Network Coordinator and supported, as necessary, by the WMO Secretariat and other Consortium members. Contact details are given on the WMO RA VI RCC Network home page www.rccra6.org.

MODUS OPERANDI
As the RCC is a Regional Specialized Meteorological Centre (RSMC) included in the Manual on Global Data Processing and Forecasting Systems (GDPFS), RCC Coordination Team should closely work with the WMO Bodies in charge of changes of RCC's functions, criteria and designation of RCCs as described in the Manual.

WMO RA VI Network Coordination Meetings are meetings of the Coordination Team with the invited Consortium members, WMO Secretariat or other experts, as necessary.

• Such meetings should be held as often as needed, but at least once in an intersessional period;
• Can be organized as physical, virtual or hybrid meetings;
• Be announced at least four weeks ahead;
• Be attended by at least the RCC Network Coordinator and the node leads.

Any WMO RA VI RCC Network Consortium member may raise an issue for discussion by the Coordination Team in writing to the RCC Network Coordinator, who can request the Coordination Team to convene in a coordination meeting.

The RCC Consortium dedicated site on the WMO Community Platform will be preferably used for communication, collaboration and information exchange.

Informal exchange among nodes and/ or Consortium members can be organized at any time without a formal procedure. Decisions relevant for the RCC Network as a whole are to be made at a Coordination Meeting or by email or letter exchange with all RCC consortium members.

Results from Coordination Meetings should be recorded in minutes and distributed to all Consortium members. The minutes should include all decisions and a list of all follow-up actions agreed upon in the meeting. All decisions and agreements of the Coordination Team should be made unanimously on consensus basis.

INCLUSION OF NEW CONSORTIUM MEMBERS
Any RA VI Member represented by a NMHS or another institution nominated by the PR of the host country is welcome to join the RCC Consortium as a new member. It shall contribute climatological products or services for the entire RA VI Region or at least a sub-region which includes more than one country to at least one of the RCC Nodes. These products or services should be of added value to the already existing products. The decision of inclusion of new consortium members is to be made by the Coordination Team unanimously. After approval by the RA VI the manual on the GDPFS (WMO-No. 485) should be amended accordingly.

LEAVING THE CONSORTIUM
Any consortium member can leave the consortium voluntarily at any time without further obligations. The end of the consortium membership needs to be documented by a formal letter from the corresponding Permanent Representative. The manual on the GDPFS (WMO No. 485) needs to be amended accordingly.

AMENDMENTS
The Terms of References is approved by the Coordination Team and may be amended, when necessary, by the Coordination Team upon unanimous agreement
