Regional Association IV Focal Point for Capacity Development (RA IV FP-CDV)
Terms of Reference:
The RA IV FP-CDV shall be responsible for the following:
1. Coordinate the development of a Regional Roadmap for Long-term Capacity Development, articulating coordination actions with RA IV committees, panels, expert teams and focal points at the regional and national levels. The roadmap should be framed by regional priorities recognizing current major projects and considering available and emerging resources (including projects under implementation) to deliver on capacity development.
2. Prepare a Capacity Development Work Plan guided by the WMO capacity development approach, ensuring its alignment with the implementation work plans of the RA IV committees, panels, expert teams and focal points.
3. Review, on a regular basis, the activities of other RA IV committees, panels, expert teams and focal points, as well as relevant WMO inter-regional and global programme activities and roadmaps, in order to identify those that are relevant to capacity development in RA IV for coordination, collaboration and/or implementation.
4. Advise the RA IV MG on the development of the Capacity Development Programme in the Region and the requirements for support from RA IV.
5. Participate in relevant capacity development meetings and make recommendations in line with RA IV views on action priorities, specific tasks and associated deliverables, to leverage relevant capacity development activities in support of the implementation of WMO and the Regional Roadmap for Capacity Development. Submit these recommendations for the consideration and approval by the RA IV MG.
6. Follow up on the activities of the EC Capacity Development Panel to ensure the timely consideration of related activities, needs or recommendations from the RA IV perspective. Coordinate the alignment of the capacity development activities in the region with the key areas developed by the Panel, considering identified regional priorities and current major capacity development projects, namely:
6.1 Policy Development and Institutional Matters;
6.2 Human Resources Development, Education and Training;
6.3 Capacity development through WMO Technical Departments;
6.4 Capacity development through Resource Mobilization, Partnerships and Development Assistance;
6.5 Revision of WMO Capacity Development Strategy.
7. In collaboration with the RA IV Focal Point on Education and Training, assure the establishment of a coordination mechanism between the Regional Training Centres including new approaches for collaboration with universities, donors, and research institutions.
