Regional Association IV Focal Point for Joint WMO-IOC Collaborative Board (RA IV FP-JCB)
Terms of Reference:
The RA IV FP-JCB shall be responsible for the following:
1. In accordance with Resolution 5.1/1 (RA IV-18), to support Member consultations with relevant national stakeholders, including academia, to contribute to the development of the Regional Roadmap for Marine Meteorology and Oceanography;
2. Coordinate the development and submission of a draft Regional Roadmap for Marine Meteorology and Oceanography for consideration of the JCB, in the context of the draft WMO-IOC Joint Collaborative Strategy. The Roadmap shall articulate coordination actions with RA IV committees, panels, expert teams and focal points at the regional and national levels, and be framed by regional priorities, recognizing current major projects and considering available and emerging resources (including projects under implementation). As stated in Resolution 5.1/1 (RA IV-18), the Roadmap shall build off the WMO-IOC Joint Collaborative Strategy across the entire value chain to establish coastal and ocean priorities for RA IV, in consultation with the relevant WMO bodies, as well as relevant international and regional partners such as the IOC (IOCARIBE), IMO and IHO;
3. Prepare a Regional Work Plan to address the coastal and ocean priorities established in the Regional Roadmap and ensuring its alignment with the implementation work plans of the RA IV committees, panels, expert teams and focal points;
4. Organize at least two technical webinars annually with the support of the WMO Office for North America, Central America and the Caribbean, to promote discussion among Members and share good practices;
5. Promote discussion and alignment of RA IV Members with “whole of government” marine interests in their countries through working closely with their national counterpart maritime safety and oceanographic agencies, encouraging them to consider national and regional coastal and ocean activities that may contribute to the UN Decade of Ocean Science for Sustainable Development, as established in Resolution 5.1/1 (RA IV-18);
6. Review, on a regular basis, the activities of other RA IV committees, panels, expert teams and focal points, as well as relevant WMO inter-regional and global programme activities and roadmaps, in order to identify those that are relevant to JCB for coordination, collaboration and/or implementation in RA IV;
7. Follow up on current major JCB initiatives and activities to ensure the timely consideration of the RA IV perspective, identified priorities, needs and recommendations, while coordinating the alignment of Marine Meteorology and Oceanography activities in the region with the key areas developed by the JCB;
8. Participate in relevant Marine Meteorology and Oceanography meetings and make recommendations in line with RA IV views on action priorities, specific tasks and associated deliverables, to leverage relevant JCB-related activities and support the achievement of the objectives stated in JCB’s mandate and the RA IV Roadmap. Submit these recommendations for the consideration and approval of the RA IV MG;
9. Advise the RA IV MG on the development of JCB-related activities in the Region and the requirements for support from RA IV.
