Hugo, an EU/French national, joined WMO in June 2019 as project officer. Prior to this position, Hugo worked as an expert in climate change adaptation and environment with various organizations (the Adaptation Fund/World Bank, FAO, IFAD, and the CGIAR) where he led the assessments of project proposals, designed climate change and biodiversity project proposals and managed multi-stakeholders regional initiatives, among others.
Hugo is a Prince2 certified Practitioner. He earned a Master of Science in Agricultural Economics from Kansas State University and a Master of Science from the Ecole Supérieure d’Agriculture, University of Toulouse, France.
Activities at WMO:
Hugo manages the HIGH impact Weather Lake System (“HIGHWAY”) project and coordinates the High Impact Weather (HIWeather) initiative.
