Criteria for the initial seeding of GBON

In order to facilitate and expedite the process toward establishing the composition of GBON, the INFCOM Task Team on GBON Implementation has decided to develop an initial proposal, referred to as “seeding”.  The final authority on whether or not to accept the proposed seeding of a given station into GBON will remain with the Member operating that particular station. TT-GBON has adopted the following criteria for the initial seeding of GBON: 

  1. All existing surface and upper air stations (including former RBSN[1] then RBON[2] stations) which are considered to meeting GBON requirements closely enough, and are actually operating and reporting (i.e. the green and orange stations in WDQMS for data availability) will be seeded into the initial draft list of GBON station, subject to subsequent adjustments, including deletion where needed, by Members. The Secretariat will communicate the details of this seeding to Members in writing, giving the Members ample time to react, e.g. by proposing additional stations, deleting stations or otherwise adjusting the initial list. No response from the Member will be considered as indicating agreement with the proposed seeding
  2. Members have the final authority to decide which of their stations to include in GBON, on the basis of the global gap analysis or one performed by them. Decision on the composition of GBON is then made by Congress on the basis of INFCOM recommendation.  
  3. Minor changes to the composition of GBON can be decided by the President of WMO on the basis of Members proposed commitment.  
  4. Gap analysis will allow to identify areas where additional efforts will be needed for more stations to be eventually committed into GBON. 

This process will provide the following station lists: 

  • GBON-Surface-Land (Initial); 
  • GBON-Surface-Marine (Initial);  
  • GBON-Upper Air-Land (Initial); and  
  • GBON-Upper Air-Marine (Initial). 

Further Gap analysis will be required to support the effort to implement a full GBON.
