Meteorology for Sustainable Development in Tuquan County, Inner Mongolia: A Case Study in Capacity Development

In a pioneering initiative to alleviate poverty and foster sustainability, the China Meteorological Administration (CMA) has collaborated with Tuquan County in Inner Mongolia, China, demonstrating the transformative power of meteorology in underdeveloped areas. This case study showcases a multifaceted approach rooted in six key principles of the capacity development framework.

 

Key highlights applying the WMO Capacity Development Framework:

Holistic Approach (P1): CMA, alongside the Tuquan government and the Inner Mongolia Autonomous Region (IMAR) Meteorological Service, has embraced a holistic/systematic approach. From strategic planning to detailed task breakdowns, the value chain formed has systematically integrated meteorological technology into local industries, ensuring comprehensive competence development and a top-down transformation.

Sustainability (P2): Strategic cooperation among CMA, IMAR, and the Ministry of Agriculture and Rural Affairs ensures continuous technical and resource support for sustained local capacity building. Policy documents, management mechanisms, and sector actions underscore the commitment to long-term sustainability, promoting disaster resilience and rural revitalization.

Prioritization (P3): Despite resource constraints, priorities align with capacity gaps and development needs. Disaster prevention, agrometeorological services, tourism and new energy meteorological services, and support for ecological civilization are prioritized, with sequential action plans ensuring a targeted and effective approach.

Efficiency and Innovation (P4): Innovative deployment of advanced technologies, such as intelligent water-saving irrigation, showcases efficiency. Tailored training for diverse local personnel enhances the impact of capacity development, emphasizing scalability and better-designed solutions.

Cooperation, Partnerships, Equity, and Inclusion (P5): A planner's initiative by CMA, co-management with ministries, and positive responses from Tuquan government highlight collaboration. Partnerships with enterprises and e-commerce companies foster equity and inclusion, ensuring a multi-stakeholder approach to sustainable development.

Result-Based Capacity Development (P6): A dedicated leading group, field fact-finding tours, and a working mechanism for reporting progress underscore the commitment to tangible outcomes. Regular reviews, correction of identified issues, and continuous improvement align with a results-oriented strategy.
