Terms of Reference
Mandate:
The October 2021 Extraordinary Session of the World Meteorological Congress approved the amendments to the Technical Regulations related to establishment of the Global Basic Observing Network (GBON), as provided {here}, taking effect on January 1, 2023.
In the same resolution, Congress also:
Requests the Commission for Observation, Infrastructure and Information Systems to:
Develop technical guidelines, processes and procedures needed to ensure expedient and efficient implementation of GBON, and to prepare for effective performance and compliance monitoring of GBON;

At the INFCOM management group meeting held on November 18, 2021, it was decided to establish a Task Team on GBON Implementation, which would report directly to the Management Group, and which would focus in particular on item (1) listed above, whereas the remaining items in the list of requests would be taken care of by the Standing Committees of the Commission, primarily SC-ON and SC-MINT.
Specific tasks:
The role of TT-GBON is to oversee and coordinate a number of tasks grouped under the broad headlines listed below. Most of which will need to be completed over the course of 2022 (prior to the entry into force of the GBON regulations on January 1, 2023). An important part of the work will be to guide the WMO technical support of the Systematic Observations Financing Facility (SOFF), which will formally open for business on July 1, 2022, and some of the tasks will therefore need to be completed by June 30, 2022.
Some of the tasks are new and may be carried out directly by TT-GBON itself. However, many of the tasks are already captured in the work plans of existing expert and task teams under the INFCOM Standing Committees. It is not the role for TT-GBON to duplicate this work, but to help ensure that all tasks are on schedule and to facilitate the necessary interaction between the various teams and other stakeholders.
Reporting Arrangements:
TT-GBON will present the results of its work to the INFCOM Management Group in the form of recommendations for decision. Depending on the nature of the recommendation, a decision may be made by the Management Group, or the issue may be referred to the full Infrastructure Commission for its decision.
Secretariat Support:
The Task Team will be supported by the WIGOS Branch in the WMO Infrastructure Department, e.g. though setting up meetings and conference calls, recording decisions and action items and tracking issues and actions.
Modalities of work:
Most of the work will be conducted by email, teleconference and videoconference, with the possibility of holding physical meetings when deemed appropriate by the Chair and if resources are available.
