Terms of Reference
The Members of the TT core group must act with a holistic expertise to cover the topics of the three subgroups (Data policy, GBON expansion, and Network design) and will perform the following tasks:
1. Provide direction, oversight, and coordination for the three subgroups
2. Align all activities and prioritize the work of the subgroups based on guidance from SC-ON; some of the tasks need to be addressed in a sequential order while others can be addressed in parallel and with a cross-feeding approach (e.g., some Network Design topics are based on national and basin level needs and not all Network Design topics depend on Data Policy and GBON)
3. Decide on additional experts that should be nominated for the three subgroups
4. Align with the cryosphere community on common topics.
4. The TT core group is responsible for common activities, e.g., overall objectives, theory of change, reference stations (including core-recommended data, centennial stations, RBON), RRR and High-Level Guidance, outreach, advocacy, and for linkages to other SC-ON activities, such as the tiered networks, HydroHub/WHOS and HydroSOS.
