World Meteorological Organization

In close collaboration with SERCOM, Research Board and coordination with the Secretariat:

1. Propose specific roles and responsibilities in managing and guiding open-source initiatives.


2. Establish guidelines for aligning open-source projects with WMO’s technical regulations and standards.


3. Propose mechanisms for ensuring that open-source development aligns with and accelerates the implementation of key WMO initiatives, particularly Early Warnings for All.


4. Establish guidelines on managing risks associated with using open-source by WMO Members.


5. Develop strategies and establish guidelines to support Members' digital transformation efforts through open-source solutions.


6. Outline processes for continuous feedback and improvement in WMO’s open-source ecosystem.


7. Coordinate relationships with external open-source communities and UN-wide open-source initiatives.


8. Prepare and present a draft collaborative framework for approval at INFCOM-4.
