Terms of Reference
(a) Coordinate and oversee, together with the National Meteorological and Hydrological Services (NMHSs) of RA I, the integrated design of their observation and information systems and those of other parties in terms of standardization, interoperability, technology, availability and access to data for identified users following regional and global guidelines;
(b) Promote exchange of experiences and oversee the implementation of strategies to strengthen the operational, technical, administrative, and infrastructure capacity of the integrated observing and information Systems and data management practices of RA I Members to access and provide high-quality meteorological, climate, hydrological and environmental services that are cost-effective and adequate for identified needs;
(c) Liaise with the Infrastructure Commission (INFCOM), and establish effective coordination with other WMO and RA I subsidiary bodies, and oversee the activities of the Regional WIGOS Centres;
(d) Encourage the application and compliance with WMO guidelines on calibration and traceability of instruments, data processing, and observation methods, to improve the certification of the products and services of members, in coordination with RA I Regional Instrument Centres (RICs);
(e) Coordinate the implementation of WIGOS/WIS in the region in accordance with the R-WIP-I and the guidance and technical support of WMO Secretariat;
(f) Coordinate the establishment and implementation of RBON in close collaboration with the Standing Committee on Earth Observing Systems and Monitoring Networks (SC-ON) and the Joint Expert Team on Earth Observing System Design and Evolution (JET-EOSDE) of INFCOM;
(g) Promote the implementation of the regional Aircraft Meteorological DAta Relay (AMDAR) based on the agreement between the International Air Transport Association (IATA) and WMO, and other systems for acquiring meteorological data through aircraft;
(h) Ensure that the region has sustained access to satellite data both actual and future generations satellite in close collaboration with EUMETSAT and other satellite providers;
(i) Promote technical solutions to support the engagement of the private seoctor in the elements of the value chain connected to integrated information systems and observation of the Earth System;
(2) That the Committee shall, taking due account of gender balance where possible, be comprised of:
(a) Chair;
(b) Two Co-Vice-Chairs;
(c) Chair of each working group related to observation, telecommunications and infrastructure in RA I;
(d) Representative of the Regional WIGOS Centres (RWCs);
(e) RA I experts participating in the relevant working structures of INFCOM, SERCOM and RB;
(f) Representative of the Regional Training Centres (RTCs);
(g) Minimum of five (5) Permanent Representatives, one each from the Regional Economic groupings (RECs);
