Terms of Reference

The Committee on Science and Innovation (C-S&I) will work under the guidance of the RA III President and Management Group, in cooperation and collaboration with the relevant bodies, according to the following ToRs.

(1) Promote the integration of the needs and priorities of the RA III Members into the initiatives of the WMO sponsored and co-sponsored, including the Global Atmospheric Watch (GAW), Weather Research (WWRP) and the co-sponsored World Climate Research Programme (WCRP)1 by coordinating and communicating with the regional experts involved in these programmes.
(2) Promote the integration of the developments and guidelines of the initiatives of WMO-sponsored and co-sponsored research programmes into actions and initiatives within the Region.
(3) Assist the Secretariat in ensuring that resolutions and decisions emanating from Congress on research, science and innovation issues are implemented by Members at the regional level, suggesting remedial actions and advocating with Members for compliance.
(4) Ensure, in close cooperation with the other Committees, that research initiatives in RA III related to the Earth system approach are cross-cutting and optimal, giving priority attention to those scientific activities that address, or have the potential to address, operational needs for the provision of improved services in the Region (Research to Operation).
(5) Promote the joint design of research initiatives that strengthen applied science and consolidate the transfer flow of applied scientific research to the operational and service domain with the objective of providing tools to fulfil the mission of the National Meteorological and Hydrological Services (NMHSs) in the Region, including the timely provision of information to the public.
(6) Coordinate effectively with the Research Board, WMO bodies, other regional associations and RA III Committees, thus promoting the establishment of scientific partnerships between NMHSs, universities and research centres.
(7) Promote the inclusion and integration of the scientific component in extrabudgetary projects implemented through WMO in the Region.
(8) Identify entities, instruments or mechanisms at the regional level to finance joint research activities and exchange experts among NMHSs, as well as to promote collaboration between the public and private sectors.
