Terms of Reference

ToR for the Expert Team on Education, Capacity Development and Projects (ET-ECD&P)

(1) Identify Training and Capacity Building needs of the Meteorological and Hydrological Services of the Region in the field of meteorological, climatic, hydrological, and related environmental applications and services;
(2) Identify and maintain an update roster of potential regional trainers capable of providing technical training and Constituent Body (CB) sessions;
(3) Liaise with WMO project officers to supply CB needs and support brainstorms, debates, decision-making process, and evaluation of priorities and opportunities during project design and implementation;
(4) Work in coordination with the Regional Training Centres (RTCs) and ongoing projects to establish recommendations and implement capacity building activities;
(5) Articulate with the Regional Centres and ongoing projects to establish mechanisms for the implementation of capacity building activities surveyed in the region;
(6) Ensure that resolutions, decisions, and recommendations emanating from constituent bodies and the Executive Council relating to capacity development are considered by RTCs, prioritizing the needs of the region;
(7) Advise the Management Group on capacity development issues (specific needs, opportunities, constraints, or ongoing activities) in regional projects to optimize resources;
(8) Guide the Management Group on the WMO Capacity Development Framework;
(9) Liaise with the WMO Consortium of Education and Training Partners (CONECT) of the World Meteorological Organization to coordinate capacity development efforts;
(10) Advise the Management Group on training and competency issues;
(11) Advise the Management Group in the development of the Strategic Plan for the Region and the survey of the most urgent regional needs included in the WMO Strategic Plan;
(12) Liaise with and assist the expert teams in coordinating training activities in the region to identify the most viable and best value for money solution and avoid duplication by identifying opportunities for improvement and needs;
(13) Foster partnerships between academic staff and NMHSs in research and its transfer to operational delivery through micro to small-scale pilot and/or demonstration projects;
(14) Support the engagement of academia in national, regional, or international projects as members of scientific advisory boards.
