Expert Team on Coastal and Emergency Response (ET-CER)
The Expert Team on Coastal and Emergency Response (ET-CER) will support WMO requirements, and in addition support the requirements of partners such as (but not limited to) IOC, IMO and UNDRR, through its expert capability and also – where appropriate – through specific, measurable and achievable time-limited projects.
Initial Terms of Reference
The ET-CER shall focus on coastal and marine-related hazards and work in tandem with efforts of other SC-MMO teams, and other SCs within SERCOM, INFCOM and the Research Board. To this end, the ET-CER will:
1. In support of coastal and marine-related hazards in Disaster Risk Reduction including Multi-Hazard Early Warning Systems (MHEWS):
a. Support the continued development of the Coastal Inundation Forecasting Initiative (CIFI), led by SC-MMO in collaboration with SC-HYD, as described in Cg-18 Resolution 29.
b. Strengthen support to Members establishing CIFIs, through building greater capacity to provide early warnings of coastal inundation, promoting and disseminating technical advice and guidance on wind, wave, storm surge and other marine sources of inundation as part of coastal Multi-Hazard Early Warning Systems (MHEWS). In relation to tsunamis, technical advice and guidance will be given in collaboration or coordination with IOC of UNESCO
c. Build on CIFI to support the creation, across the Technical Commissions, Research Board and their respective constituents, of a comprehensive global coastal inundation, marine environmental, and weather MHEWS, including contributing to the integration of the ongoing CIFI individual initiatives into MHEWS for flooding and severe weather, as described in Cg-18 Resolution 15, through the SC-DRR ET- MIE;
d. Provide advice and recommendations, e.g. to GFCS, GOOS, concerning the observation, interpretation and future projection of coastal and marine hazards with relevance to DRR, and support for global wave climate initiatives such as COWCLiP, and storm surge efforts;
2. In support of Marine Environmental Emergency Response (MEER) and Search and Rescue (SAR) services:
a. Develop technical advice and guidance material on MEER information services and data-processing and forecasting systems;
b. Monitor implementation and operations of the Global Data-processing Forecasting System (GDPFS) Specialized Centres for MEER; establishing and maintaining standards for information products, in collaboration with the relevant INFCOM team leading on GDPFS;
c. Liaise closely with and gather input from ETMS, WWMIWS, and other relevant groups in SERCOM and INFCOM on all aspects of winds, sea ice, waves, storm surge and ocean circulation relevant to the operation and improvement of maritime accident emergency support;
d. Monitor requirements, together with ET-MOR, by ensuring feedback from the user communities is obtained through appropriate and organized channels and applied to improve the relevance, effectiveness and quality of services (consistent with MARPOL, and other international conventions);
e. Liaise closely with relevant groups and teams of organizations, such as IMO, IAEA, etc., to coordinate and improve MEER support; in particular and where possible, liaise with regional bodies and groups involved in MEER tasks in regions such as the Mediterranean, Caribbean, Polar areas, and marginal seas etc;
f. Provide advice to the SC-MMO, its expert teams and other SERCOM entities, as needed, on issues related to MEER support.
3. In support of ecological forecasting services, in the longer term:
a. Develop technical advice and guidance on ecological forecasting services, in cooperation with the INFCOM Standing Committee on Data Processing for Applied Earth System Modelling and Prediction and GOOS, particularly regarding the interaction of relevant meteorological and physical oceanographic parameters with biogeochemical and ecosystem markers;
b. Enhance efforts to monitor, predict, and articulate the impacts of marine heat and cold waves and high or low salinity.

The term of this Expert Team will be until the first SERCOM Session after Congress-19 (2023).
