Terms of Reference
Resolution 3.1/2 (RA VI-19(I))
The RA VI Working Group on Observations, Infrastructure, and Information Systems (WG Infrastructure) will work under the guidance of the RA VI president and Management Group, in cooperation and collaboration with the relevant bodies of the Commission for Observation, Infrastructure and Information Systems (INFCOM), according to the following terms of reference:
1. Mandate and Responsibilities
(1) Follow up on the WMO Strategic Plan; World Meteorological Congress, Executive Council, INFCOM and RA VI resolutions, decisions and recommendations addressing infrastructure-related matters, for the activities to be undertaken at a regional level;
(2) Lead the activities to be implemented by the regional associations under the expanded World Weather Watch Programme, as described in the programme description, in particular:
(a) Facilitate, monitor and report on the implementation and uptake of infrastructure-related WMO standards and regulations, at national and regional levels, and support Members to comply with the standards and regulations;
(b) Identify needs for new and improved infrastructure and analyse related capabilities among Members, and develop a road map and regional implementation plan to support improvements and support capacity-development activities;
(3) Propose pilot and demonstration projects in the Region related to the development and maintenance of infrastructure;
(4) Facilitate the transfer of knowledge and best practices from developed to developing Members in the Region;
(5) Foster partnerships and collaboration with partner agencies and other regional bodies to enhance infrastructure development in the Region;
(6) Provide the RA VI president and the Management Group with a progress report, upon request, and a final report at least three months before the ordinary session of the Association;
(7) Provide feedback to INFCOM on RA VI Members' requirements and needs including providing input to the work programme of INFCOM.
2. Composition
(1) A Chair and vice-Chair;
(2) Core members, including leaders of the infrastructure-related task teams, if any, within RA VI;
(3) Additional senior experts and partner agencies’ representatives, as associate members when necessary.
3. Appointment, nomination and selection
The core and associate members of WG Infrastructure shall be selected by the RA VI president based on nominations by Members and Partners, submitted by correspondence to the Secretariat or through the WMO Experts database. This process will be coordinated with the RA VI Management Group and the body Chair once appointed, ensuring gender and geographical balance, and considering the expertise required and the role of the expert in other WMO bodies.
In line with rule 5.6 of the Rules of Procedure for Regional Associations (WMO-No. 1241), the RA VI president may, between sessions, establish upon suggestion of the Chair any subsidiary body to the Working Group that may be deemed necessary for the accomplishment of the tasks in the work programme, or to address an urgent issue, such as Task Teams. For this purpose, the Chair of WG Infrastructure should submit to the RA VI president and Management Group a proposal for the composition of the task teams under WG Infrastructure and their terms of reference, for their designation and approval.
