Terms of Reference

The Committee on Hydrology and Water Resources (C-HWR) will work under the guidance of the RA III President and Management Group, in cooperation and collaboration with the relevant bodies, according to the following ToRs.

(1) Coordinate the development of hydrology-related activities in the Implementation Plan 2024–2027.
(2) Coordinate with the other Committees the revision and update of Members’ needs and requirements in the field of hydrological infrastructures, applications, and services.
(3) Review and update the needs and requirements of RA III countries for the implementation of the WMO Hydrological Observing System (WHOS).
(4) Advise the Management Group on the development of the hydrological components of the Implementing Plan for the Region and the identification of the most urgent regional needs related to hydrology included in the WMO Strategic Plan.
(5) Support the increase of the quality, quantity and efficiency of hydrometric data production, the improvement of forecasting capacity in the Region and the generation of products and services, with emphasis on innovation and the development and application of new technologies, through the promotion of research, capacity building, participation in expert Committees and the exchange of experiences, tools, and know-how, in coordination with the other RA III Committees.
(6) Work in collaboration with the Hydrological Coordination Panel (HCP) and coordinate effectively with WMO bodies, other regional associations, and RA III Committees to implement activities to enhance the capacity of RA III Members in operational hydrology.
(7) Assist the Secretariat in ensuring that resolutions and decisions emanating from Congress on hydrological issues are implemented by Members at the regional level, suggesting remedial actions and advocating with Members for compliance.
(8) Promote regional projects related to hydrology that follow global guidelines or contribute to WMO initiatives and report on progress to the RA III Management Group.
(9) Promote regional activities related to the WMO Vision and Strategy for Hydrology and its Associated Plan of Action.
(10) Promote activities related to the hydrological aspects of the Early Warnings for All (EW4All) initiative and the Hydrological Outlook and Status System (HydroSOS).
(11) Promote collaboration between the public and private sectors on issues related to operational hydrology.
(12) Support the organization and development of the RA III RHA Forums and the Regional Assembly on Hydrology during RA III sessions.
(13) Identify needs for higher education, research, and professional training in the fields of hydrology and water resources, and interactions with ecohydrology and water quality.
