Terms of Reference
The INFCOM Management Group 2.24 decided to establish a Task Team on the “INFCOM approach to regional and national development projects” to:
Characterize the problem: explore and summarize gaps between existing INFCOM mechanisms and guidance and the needs of Members in the international development and climate finance context, building on experience from SOFF operations and WMO project implementation, including hydrological infrastructure projects. Make use of case studies, and engagement with SOFF peer advisors, WMO project managers and the regional offices.
Analyse the various roles INFCOM could take in regional and/or national EW4All-related development projects, identifying those that are within the bounds of the rules and terms of reference of the Technical Commission.
Propose a vision/scope for INFCOM engagement in EW4All-related regional and/or national development projects.
Propose adjustments to existing INFCOM structures and work plan priorities, and/or propose potential new INFCOM mechanisms and expert engagement needed to support EW4All-related regional and/or national development projects, taking into account resource limitations.
Coordinate with SERCOM, CDP, Regional Associations and RB, to ensure consistency.
The Task Team should have one representative of each SC, Regional Association, SOFF, CREWS, the Capacity Development Coordinator, supported by the Secretariat.
