Terms of Reference
PURPOSE
Contribute to the implementation of the Aircraft based Observations regional plan with focus on the RA VI related resolutions and decisions
FUNCTIONS
In collaboration with the INFCOM Standing Committee on Earth Observing System and Monitoring Networks (SC-ON) and the INFCOM Standing Committee on Measurements, Instrumentation and Traceability (SC-MINT) and relevant expert teams of the Committee, the regional and inter-regional entities of WMO and partner institutions, (e.g., regional IATA Office, HMEI Service Providers, airlines and national civil aviation) authorities,
Assist designated regional centres to develop and maintain data processing and quality monitoring systems for Aircraft -based Observations
Consult with data users and applications areas to determine and promote regional requirements for Aircraft -based Observations
Undertake and assist in technical training events and workshops, upon demand
Communicate and outreach to promote ABO, targeting both regional Members and the Aviation Transport Industry
Develop, finalize, submit for approval and maintain the RA VI ABO Implementation Plan, as a component of the WIGOS Implementation Plan
Coordinate activities and oversight the operation of the RA VI AMDAR Program under the IATA-WMO Collaboration on AMDAR
Consolidate and maintain annually regional requirements for AMDAR data provision, regional developmental and operational plans for the RA VI AMDAR Program, to be resourced by RA Members
Report to the RA VI WG on Infrastructure on the implementation of the RA VI ABO Programme
TIMEFRAME
Initial period is 2021-2022 till the implementation of the purpose
