Terms of Reference
(a) Contribute to the implementation of WIS 2.0 (in accordance with Resolution 57 (CG-18) with a particular focus on data communication techniques and security,
(b) Maintain and develop recommended practices and technical guidance material for data communication techniques and procedures for use in the WIS, with a view to ensuring efficient and safe operations of information systems,
(c) Maintain and develop recommended practices and technical guidance material for IT security in order to support the WIS Security Focal point in their duties,
(d) Raise awareness of Members on the opportunities and risks associated with new infrastructure technologies,
(e) Review and further develop the organization and design principles for the WIS 2.0 data communication and access structure, especially with regard to evolving pub/sub technologies, coordinate related pilot and implementation projects,
(f) Contribute to the development and maintenance of networks and technology related WIS monitoring,
(g) Review and amend as required the telecommunications components of the Manual on WIS (WMO-No. 1060), the Manual on the GTS (WMO-No. 386) including the General File Naming Convention, their associated Guides and other guidance material, the Guide on Information Technology (WMO-No. 1115),
(h) Provide guidance on the technical, operational, security, administrative and contractual aspects of data communication services for WIS implementations at national, regional and global levels to ensure a non-disruptive migration to evolving technologies, including among others satellite telecommunications, managed data communications network services, cloud services and the Internet,
(i) Monitor the effectiveness of data exchange in WIS in relation to the expected standards and protocols, and take follow-up action, including capacity-building activities to address identified issues,
(j) Monitor and explore evolving infrastructure and communication technologies with the aim to improving the efficient operation and usability of WIS,
(k) Identify implementation issues requiring the urgent consideration of the Standing Committee on Infrastructure Management and Technology,
(l) Contribute to the maintenance of WIS competencies related to network, security and cloud management including the associated training and learning guides.
