Expert Team on MetOcean Requirements (ET-MOR)
The Expert Team on MetOcean Requirements (ET-MOR) will work to ensure the whole marine services value chain meets the needs of both the met-ocean community and the end-users.
Terms of Reference
Under the general guidance of SC-MMO, ET-MOR will carry out functions – with other relevant bodies as necessary – relating to the review and update of user needs and requirements on marine meteorology, oceanographic and coastal services. In consultation with the IOC and other relevant stakeholders, ET-MOR will prioritize recommended actions as they pertain to identifying and establishing new MetOcean requirements that will result in improvements in marine weather and oceanographic forecasting, including extreme maritime weather, wave, storm surge, sea ice and icebergs. ET-MOR will contribute to WMO’s Rolling Reviews of Requirements (RRR) aimed at continuously assessing user requirements and matching them against current and evolving observational and forecasting capabilities. The ET-MOR shall:
1. Perform comprehensive needs assessments on global, regional as well as coastal scales in terms of marine weather and ocean operational services and products, with periodical reviews to assess progress;
2. Foster improved collaboration across the MetOcean services value chain, strengthening ties between operational and scientific communities by documenting requirements for research, observations, data management, and forecast systems in support of improved products and services;
3. Using the WMO Rolling Review of Requirements (RRR) process defined by the Manual on the Global Observing System (WMO-No. 544):
a. Highlight the most critical observing system gaps impacting MMO services;
b. Coordinate with the WMO INFCOM Standing Committee on Earth Observing Systems and Monitoring Networks (SC-ON) and Study Group on Ocean Observations and Infrastructure Systems (SG-OOIS) to provide statements of guidance that assess the adequacy of observing systems supporting marine meteorological and oceanographic (MMO) services;
c. Coordinate with relevant IOC Expert Panels defining GOOS Essential Ocean Variables (EOVs) and requirements for ocean forecasting;
d. Work with the OceanPredict Science Team to better understand the requirements for improving marine and ocean numerical modeling and operational forecasting.
4. Identify forecast system gaps affecting MMO services, to help facilitate the development of improvements in operational forecasting systems and their adoption in the wider community;
5. Document requirements for high-resolution physical modeling, biogeochemical and ecosystem modeling (and the requirements that support the physical modeling underpinning it), ocean/wave/sea-ice/atmosphere coupled data assimilation in support of MMO products and services, highlighting the value of these products and services from short-term operations to seasonal-to-interannual forecasting;
6. Strengthen the common work of the WMO and IOC in the satellite domain for both marine weather, ocean, and climate services by identifying requirements for satellite-based observations of the maritime environment;
7. Consider the relationship of MMO requirements to the maritime economy (e.g. optimal transport routes/efficiency, fisheries, tourism, oil/gas, ports etc.);
8. Enhance participation with the SC-CLI, to facilitate the identification of requirements meeting marine weather and ocean products and service needs while addressing marine climate services.
Membership
The term of this Expert Team will be until the first SERCOM Session after Congress-19 (2023).
