Terms of Reference

1. To oversee the operational performance of the various WIGOS tools, currently, OSCAR/Surface, WDQMS-Webtool and Incident Management System, especially in regard to the user requirements;

2. To contribute to the revision and update of the regulatory and guidance material related to the WIGOS tools, including their users’ manuals, as well as to the establishment, operation and coordination of Regional WIGOS Centres (RWC);

3. To oversee the activities and tasks of the Task Team on WIGOS Operational Tools (TT-WOT), Task Team on WIGOS Capacity Developments (TT-WCD) and Task Team on RWC activities (TT-RWC) and coordinate between them if needed.

4. To coordinate closely with the SCs/ETs relevant to these ToRs, namely the SC/ETs in charge of the development and implementation of WIGOS and WIS metadata, the SC/ET in charge of the WIS monitoring, SC/IMT ET-AC and others;

5. To review and provide user requirements and to review the functionalities and interoperability of the WIGOS tools, including on possible improvements and their level of priority, based on users’ feedback collected from the various users communities;

6. To collect and provide user requirements and advice on the integration of the various WIGOS observing components into the WIGOS tools;

7. To provide guidance on the development of new WIGOS tools and/or additional features/modules for the WIGOS tools according to relevant INFCOM/SC-ON workplan and strategies

8. To oversee and support the Capacity development activities on WIGOS tools, on RWC operations and other related WIGOS activities such as national and regional implementation of WIGOS, including the implementation of WIGOS Station Identifiers;

9. To engage with the Regional Associations working bodies (regional Committees or Working groups) involved with the Regional WIGOS Centres, to understand their requirements and needs in relation to their operations, including the use of the WIGOS tools;

10. To provide guidance and advice, on RWC implementation, the process for transition from RWC pilot mode to RWC operational mode, including to support ET-AC in conducting RWC audits, and on the further expansion of the functions and scope of the RWCs (e.g. additional functions; expansion in other domains);

11. To support the technical evaluation process for the applications of the Members to become an RWC in pilot mode;

12. To contribute to the other WIGOS Operational Plan activities, giving highest priority to the implementation and operation of Global Basic Observing Network (GBON), and support the implementation of the Regional Basic Observing Network (RBON) in those aspects that are relevant to WIGOS tools and RWCs.

13. To contribute to the WIGOS tools strategy for the next strategic period 2024-2027, (TT-WOT#6)
