Terms of Reference
1. To support the ET-WT in engaging with the Regional Associations working bodies (regional Committees or Working groups) involved with RWCs concerning their activities and needs in relation to the operational use of the WIGOS tools and the operational aspects of hosting an RWC giving highest priority to GBON and RBON related activities;
2. To review and advise on the further development of the RWC governance, scope and Terms of References according to the further integration of WIGOS observing components and to new emerging needs;
3. To review the RWCs functions and operations specific requirements, functionalities and interoperability of the WIGOS tools and to advise on possible improvements and their level of priority, based on users’ feedback collected from RWCs and Members;
4. To contribute to the revision and update of the regulatory and guidance material related to the establishment and operations of RWCs and their usage of WIGOS tools, and in particular the Technical Guidelines for RWCs on the WDQMS (WMO No. 1224);
5. To review and further develop the audit process, programme and criteria for RWCs in liaison with SC-IMT/ET-AC;
6. To coordinate and foster exchange of experiences among RWCs for sharing knowledge and lessons learnt;
7. To oversee the status of RWCs (start up, pilot, operational phase), supporting or advising RWCs on the auditing process.
