JMA to Exchange TEMP SHIP BUFR Data with WIGOS Station Identifier (WSI)
Notification from the Japan Meteorological Agency (JMA)
From February 2024, JMA will start using BUFR template TM309057 to send TEMP SHIP including WIGOS Station Identifier (WSI), replacing BUFR template 309052.
Additionally, the research vessel Ryofu Maru will be renewed and start operations in March 2024 using the following WSI. The GTS headers IU[K,S]C80 RJTD remains unchanged from its previous configuration.

The DBNet network of direct broadcast satellite receiving stations provides data with very low latency for short-range Numerical Weather Prediction. In 2023, the following changes to the network have been made or are to be made.
Starting from 01/10/2023, production of ATOVS and IASI data has resumed at the Cordoba station in Argentina, following a station upgrade, and in addition this station is now producing ATMS and CrIS:

Obtaining WIGOS Station Identifiers (WSI) for Global Ocean Observing System platforms

The Guide to the WMO Integrated Global Observing System was updated in October 2021 and approved by the EC-73. It provides guidance on the WIGOS Station Identifiers (WSIs) to be used by operators of all of the Global Ocean Observing System components and to be allocated by OceanOPS (see Chapter 10.2 of the Guide to the WMO Integrated Global Observing System).
The OceanOPS developed the appropriate toolbox and documentation to operationalize the WSI allocation scheme. This new service is now open to all its users after a pilot phase with different operators and platform types. This service is integrated within the overall metadata management tools available, gathering core metadata from platform operators, controlling and enriching them, to finally delivering routinely high-quality metadata to the WIGOS/OSCAR system.
Marine platform operators are invited to use the OceanOPS web-based interface to request batches (up to 100 per request) of identifiers for their upcoming operations through a simple form. The underlying web service (API) can also be used directly (machine to machine) for those who wish to integrate this allocation, which is critical for data flow interoperability in their workflow.The OceanOPS system will allocate these identifiers randomly through clear algorithms defined for each platform type (as defined in the Guide to WIGOS mentioned above).
This new allocation scheme is robust, with no more human interventions, and is available 24/7. Details on the new WSI allocation are also available through:

Manual Precipitation Stations from Finland Available from 11th Sept. 2023
Notification from the Finnish Meteorological Institute (FMI)
Finnish Meteorological Institute (FMI) will start reporting 71 manual precipitation stations in BUFR format (with WIGOS Station Identifier (WSI)) starting on 11th Sep 2023. Reports will include daily observations of snow depth and state of the ground, using BUFR template 307103. GTS header is ISXD EFKL. The list of stations can be found here.

Sweden to Transit to SYNOP BUFR with WIGOS Station ID (WSI)

KMA to Extend Forecast Range and Information in Asian Dust Aerosol Model Version 3 (ADAM3) Prediction Data from 1st July 2023
Notification from the Korea Meteorological Administration (KMA)
The Korea Meteorological Administration (KMA) has been reporting the Asian Dust Aerosol Model Version 3 (ADAM3) 72-hour prediction data at the surface layer once a day in NetCDF format.
Starting from July 1, 2023, KMA plans to extend the forecast range and prediction information of ADAM3, and report it twice a day in NetCDF format. Please note that the file name is also changed to WMO_SDS-
WAS_Asian_Center_Model_Forecating_ADAM3_KMA_yyyy-mm-dd-hh.nc. No more data distribution with the previous files will be available after 1st July, 2023.

Japan Radiosonde Data from Special Surface Stations Available between 14 June and 30 September 2023

From 14 June to 30 September 2023, the Meteorological Research Institute (MRI) of JMA provides radiosonde data from special surface stations as TEMP MOBIL via WIS/GTS (see Table). These radiosonde observations are concentratedly performed for specific periods in southwestern Japan (125-135E, 25-35N) to study generating and developing mechanisms of quasi-stationary mesoscale convective systems that cause heavy rainfall; the observed data are provided every 6 hours and often every 3 hours.

New Originating/Generating Sub-centre for Radio Occultation Data

Meteorological Service Singapore (MSS) will stop the dissemination of PILOT in TAC and BUFR from 3 July 2023 0000 UTC. Upper air observations PILOT reports will be replaced by hourly wind profiler reports in BUFR format from 3 July 2023 0000UTC. The new GTS header is IUPG01 WSSS. The affected GTS headers are shown as below:

Arctic Ocean Radio Soundings Available from 8 May to 15 June 2023
Notification from the Swedish Meteorological and Hydrological Institute (SMHI)
Arctic Ocean radio soundings will be available four times daily (00, 06, 12 & 18 UTC) from 8 May to 15 June 2023 as a part of the ARTofMELT (Atmospheric Rivers and The onset of Arctic MELT) research expedition. Soundings will be released from Swedish research icebreaker Oden (call sign SMLQ) in the sector W20 degrees ‒ E20 degrees, N80 degrees ‒ N86 degrees, and reported using bufr309052. The GTS headers are as below:
- IUSN41 ESWI (complete sounding)
- IUKN41 ESWI (up to 100 hPa)

Antarctic Station Neumayer TAC TEMP Reports Will Cease on 26 January 2023

With effect of January 26, the Antarctic station Neumayer (WSI: 0-20000-0-89002) will stop the parallel distribution of its TEMP data in ASCII format (TAC), with the GTS headers of U[E|K|L|S]AA01 EDZW. Only BUFR TEMP reports will be disseminated with the GTS headers of IU[K|S|X]I01 EDZW.

Switch operation from Himawari-8 satellite to Himawari-9
Notification from the Japan Meteorological Agency (JMA)
JMA will switch operation from its Himawari-8 satellite to its Himawari-9 unit at 05 UTC on 13th December 2022. Himawari-9 carries the same Advanced Himawari Imager (AHI) sensor equipment as Himawari-8, and will conduct observations from the same orbital position (140.7 E) with the same observation sequence. The switch will be almost seamless, with no data format or data dissemination system changes.
[SATAID file]
The file name and the file format of Himawari-9 SATAID are not changed from Himawari-8. So, users will be able to continue receiving Himawari-9 data with the current settings. If necessary, users can discriminate Himawari-8 and -9 using header information.
[Atmospheric Motion Vector (AMV)]
The GTS abbreviated headings of Himawari-9 AMV are not changed from Himawari-8. Satellite ID in the file is changed from 173 (Himawari-8) to 174 (Himawari-9). Users can discriminate Himawari-8 and -9 using the satellite ID.
[Clear Sky Radiance (CSR)]
The file name and the file format of Himawari-9 CSR are not changed from Himawari-8. Satellite ID in the file is changed from 173 (Himawari-8) to 174 (Himawari-9) and center wavelength for each band is also changed. Users can discriminate Himawari-8 and -9 using the satellite ID.

Adoption of Amendments on Manual on Codes (WMO-No.306) by the Fast-track Procedure (FT-2022-2)

According to the Procedures for Amending WMO Manuals and Guides in Manual on Codes (WMO-No.306), the amendments to the Manual on Codes Volume I.2, Manual on Codes Volume I.3, and the WMO Codes Registry by the fast-track procedure have been approved by the Expert Team on Data Standards, the Expert Team on Metadata Standards, and the President of the Standing Committee on Information Management and Technology. The President of WMO has adopted the amendments on behalf of the Executive Council in accordance with the procedures. The implementation date of the amendments is 15 November 2022. Amendment details are available here.

10-minute BUFR Data from Hungary AWSs Available from 16 January 2023
Notification from Hungarian Meteorological Service (HMS)
At the encouragement of EUMETNET, the Hungarian Meteorological Service will start distributing 10-minute BUFR data at the beginning of 2023. Hungarian automatic weather stations (140 stations) will be available in BUFR format in real-time, from 10:00 a.m. (UTC), January 16, 2023.
Compared to Hungarian SYNOP and hourly (using template 307080 and 307091 respectively) reports, the files (using template 307092 with the header ISAD30 HABP) will include more meteorological variables such as soil temperatures, automatic cloud data and radiation data. The stations will be provided by their WIGOS Station Identifiers (WSI) in the data files.

From 22 November 2022, the Norwegian Meteorological Institute will start disseminating SYNOP BUFR data from a new station TROLL AIRFIELD with the WIGOS Station Identifier (WSI) "0-578-0-92100". The station will be added to the existing lists of IS(M|I|N)L01 ENMI, which will then simultaneously change BUFR template to include WSI descriptors.

The List of International Four Letter Location Indicators (CCCC) is Updated
Notification from the WMO Secretariat
Weather Reporting (WMO-No.9), Volume C1 - Catalogue of Meteorological Bulletins contains the meteorological bulletins for global, inter-regional and regional exchange on WIS/GTS, which has been updated on WMO Server on a weekly basis for years. The abbreviated heading (TTAAii CCCC) uniquely identifies each bulletin. The list of international four letter location indicators (CCCC) is provided in the Annex I to the Vol.C1.
Upon the requests by NMHSs and RTHs, the CCCC list is now updated to meet the requirements for data exchange. The latest version is now available here.

KMA's Hourly SYNOP Data (Precipitation and Snow Depth) Available as of 31 March 2022
Notification from the Korea Meteorological Administration (KMA)
The Korea Meteorological Administration (KMA) plans to report hourly precipitation and snow depth observations in both BUFR and TAC format as of 00UTC, 31 March 2022.
Precipitation data has been reported in SYNOP bulletins every 6 hours in BUFR and every 12 hours in TAC, whereas snow depth data has not been reported.
However, the updated SYNOP bulletins will include hourly precipitation (TABLE 013019) and snow depth (TABLE 013013) observations from 53 surface stations in South Korea.

Meteosat-9 Data Available via WIS/GTS between 9 May and 30 June
Notification from the Deutscher Wetterdienst (DWD)
EUMETSAT planned transition from Meteosat-8 to Meteosat-9 supporting the Indian Ocean data Coverage mission, to be using some additional abbreviated bulletin headers from the regions 90-180 East, with the headers of IW[FR][CGK]ii EUMG.
The IWF[CGK]ii EUMG bulletins: are all-sky radiance data from the parallel dissemination stream.
The IWR[CGK]ii EUMG bulletins: are clear sky radiance data from the parallel dissemination stream.
It is planned to be using these headers from 09/05/2022 until 30/06/2022.

JMA High-Resolution Radiosonde Data from Marine Stations Available via WIS/GTS
Notification from the Japan Meteorological Agency (JMA)
As of March 2022, JMA begins to distribute high-resolution radiosonde data from marine stations in WMO official BUFR template TM309052 under the WMO headers IU[K,S]C8[0,1] RJTD. The current TEMP SHIP BUFR messages converted from TAC reports, distributed under the headers IUSC[40-59] RJTD, will terminate after the migration to the bulletins for the users.

GK2A's AMV & CSR BUFR Format Changed on 21 December 2021

Sampled Dropsonde Data Available via WIS/GTS between 5 March and 15 April 2022
Notification from Deutscher Wetterdienst (DWD)
From 5 March to 15 April, High Altitude and Long Range Research Aircraft (HALO) airplane Fly-overs over the Arctic landscape are planned. DWD will disseminate the sampled dropsonde data as UZAC99 EDZW via WIS/GTS.

Radio Sounding Descent Data in BUFR Format from Hungary via GTS from 15 February
Notification from Hungarian Meteorological Service (HMS)
The Hungarian Meteorological Service will disseminate the descent data from both radiosonde stations Budapest Pestszentlőrinc (WIGOS Station Identifier: 0-348-3-44562) and Szeged (WIGOS Station Identifier: 0-348-3-58117) from 15 February 2022. Radiosonde data will be reported using BUFR sequence 309056.

Hourly BUFR Data from Hungary Available from 15 February
Notification from Hungarian Meteorological Service (HMS)
The Hungarian Meteorological Service has implemented an open data policy last year. As a result, hourly data from all automatic weather stations in Hungary (142 stations) will be reported from 15th February 2022. Updated hourly measurement data will be available in BUFR format in real-time. Compared to hourly SYNOP reports, the files will contain significantly more station data for much more meteorological variables. The stations will be provided by their WIGOS Station Identifier (WSI) in the data files. The code used for the file structure will be the TM 307091 template, the header will be ISAD01 HABP.

NOAA Saildrone Data Now Available from GISC Offenbach

MQP Availability of GTS Data from GISC Offenbach

In order to further evaluate WIS2 technologies, DWD is now making available all German WMO Essential and WMO NoLimitation GTS data using WIS2 Pub/Sub protocols. If you are interested to test and subscribe to these data feeds, please contact wis@dwd.de.
Available protocols are MQTT3.1, MQTT5.0, and AMQP 0.9.
Please note that this service is only accessible for test purposes and does not fulfill any service level requirements as of now. Feedback on this service is very much appreciated.

Adoption of Amendments on Manual on Codes (WMO-No.306) by the Fast-track Procedure

According to the Procedures for Amending WMO Manuals and Guides in Manual on Codes (WMO-No.306), the amendments to the Manual on Codes Volume I.2 and Volume I.3, by the fast-track procedure have been approved by the Expert Team on Data Standards and the President of the Standing Committee on Information Management and Technology (SC-IMT). The President of WMO has adopted the amendments on behalf of the Executive Council in accordance with the procedures. The implementation date of the amendments is 15 November 2021. Stop of the Parallel Distribution of TEMP Reports in TAC
Notification from the Meteorological Service Singapore (MSS)
Meteorological Service Singapore (MSS) will stop the parallel dissemination of TEMP reports in the Traditional Alphanumeric Code (TAC) after 6 December 2021 1200 UTC. Following this date, the TEMP reports for radiosonde soundings from its upper air station will only be disseminated in BUFR.
In addition, the BUFR TEMP reports (currently sent using the ID 0-20000-0-48698) will be sent using a new WIGOS Station Identifier (0-702-0-48698) to differentiate the location of the upper air station from the surface station (0-20000-0-48698). The synoptic surface and upper air stations have traditionally shared the same WMO ID.
The changes have also been communicated to the Region V data hub.

Distribution of Ground-based Global Navigation Satellite System (GNSS) Precipitable Water Vapor data in BUFR format via GTS

As of the effective date, 25 June 2020, JMA started distribution of ground-based GNSS Precipitable Water Vapor data in the BUFR sequence 3 07 022 with the file name format Z__C_RJTD_yyyyMMddhhmmss_OBS_GNSSPWV_Rjp_Ppwv_bufr4.bin.
In addition, JMA will begin to distribute the same data under the header ISXC01 RJTD in parallel on 20 October 2021. With effect from 23 March 2022, JMA will stop the parallel distribution of data. There will be no data distribution with the file name format Z__C_RJTD_yyyyMMddhhmmss_OBS_GNSSPWV_Rjp_Ppwv_bufr4.bin after this date.

Stop of Previous Versions of Maritime Safety Information (WWJP25, WWJP26)

On 15 December 2021, the Japan Meteorological Agency has a plan to complete a transition to improved maritime safety bulletins, WWJP27/28 RJTD (from WWJP25/26 RJTD as noticed on 15 June 2018), and strongly recommends users to refer to WWJP27/28 RJTD hereafter.

New E-PROFILE Automatic Lidars and Ceilometers (ALC) Data Available

Starting from 24 August 2021, Met Office will exchange E-PROFILE Automatic Lidars and Ceilometers (ALC) data using E-PROFILE BUFR template sequence (agreed on BUFR master table 35) under the header IUXx EUOP (x="A", "D", "N"). This will initially contain attenuated backscatter and associated metadata - with remaining new descriptors set as missing pending further processing updates.

Retirement of Integrated World Weather Watch Monitoring (IWM)

The operation of Integrated World Weather Watch Monitoring (IWM) is retired and the WMO Integrated Global Observing System (WIGOS) Data Quality Monitoring System(WDQMS) has been adopted as an operational replacement.

New Location and Procedures for Volume C1 and METNO
Notification from the WMO Secretariat
The WMO Secretariat will migrate the WMO FTP server to a cloud service on 14 July 2021. This migration impact on the users will be as follows:
- Submission of Advanced Notifications (ANs) for the publication of METNO can only be done using SFTP (SCP, SSH File Transfer Protocol
- Users can continue logging in with their current Username and Password to the Host sftp.wis.wmo.int.
- Volume C1 and the METNOs will be available from https://wis.wmo.int/operational-info/
- FTP and FTPS will no longer be supported after the migration
- Access to Volume C1 and the METNO notifications will no longer be provided via (anonymous) FTP.
Testing
Users can test if they can connect to the new environment by logging in to the Host “sftp.wis.wmo.int” with the sftp protocol and their current Username and Password. The files in the environment will be replaced with the content of the current WMO FTP server when the service is launched operationally.

Radio Sounding Data from Oden Available from August to Early September 2021
Notification from Swedish Meteorological and Hydrological Institute (SMHI)
Vertical soundings of the atmosphere are very sparse over the central Arctic Ocean. As a part of the international Synoptic Arctic Survey research program, the Swedish research icebreaker ODEN (Call Sign: SMLQ) will navigate in the central Arctic Ocean in the sector north of Fram Strait and Greenland from August to early September 2021. Radio soundings will be released on August 1st, four times per day, at 00/06/12/18 UTC, and reported using BUFR sequence 309052.

The President of WMO has adopted the amendments on behalf of the Executive Council in accordance with the procedures. The proposed implementation date of the amendments is 15 June 2021.

New Aircraft-Based Observations -- Profile Product Messages from E-AMDAR Aircraft

Within the EUMETNET Aircraft Based Observations Programme (E-ABO Programme, formerly known as the E-AMDAR Programme), a profile product has been developed. This will allow users of the data from E-AMDAR equipped aircraft, the capability to receive a full aircraft profile (ascent or descent) message. This message provides all single-level observations from the profile in one message using the BUFR Template “3 11 012 “.
With effect from 0900 UTC Tuesday 4 May 2021, Met Office (EGRR) will be distributing these data messages on the GTS under the header IUOx01 EGRR (x="A", "B", "C", "D", "E","F", "G", "H", "I", "J", "K", "L).

New Updates to Volume C1 Publishing Procedure

The publication of Volume C1, on hold since August 2020, is continuing from April 12 2021. The latest update to Volume C1 contains all the changes submitted since the last update in August 2020 and is now available here (in zip, XML, txt format). With the new publication procedure, which has been automated, the following changes apply:
- The production of the “.exe” format has been discontinued.
- The Volume C1 is sorted using the following column sort order: "Region","RTH","Country","Centre","TTAAii","CCCC","CodeForm","TimeGroup","Content","Remarks","Date".
- All Volume C1 fields are fully quoted using ‘"’.
- A GitHub repository has been created to track the changes to the text version of Volume C1 and will be updated together with the regular WMO FTP server.
All Members, especially RTHs, are requested to check Volume C1 and submit corrections using Advanced Notifications via the WMO FTP server if needed.

WMO Essential Tropical Cyclone Tracks from 06/18 UTC Forecast Cycles Release Date and BUFR Template Update

ECMWF will make available Tropical Cyclone tracks from the 06/18 UTC forecast cycles as WMO essential products on the 11th of May 2021 06UTC cycle as part of the 47r2 model upgrade. In addition, all TC tracks BUFR files, including those from the 00/12 UTC forecast cycles, will use WMO BUFR tables version 35.

Extension of the Forecast Range in JMA's Global Deterministic Forecast Data for NMHSs

ECMWF Released WMO Essential, WMO Additional Products and Will Discontinue the ACMAD Feed

As of 3 Sept 2020, ECMWF released WMO essential products (publicly available) and additional products (available to NMHS of WMO countries) from the 06/18 UTC forecast cycles. In addition, four new surface fields previously available to ACMAD have now been released as WMO additional products. The ACMAD feed will be discontinued from the DCPC interface on 13 Jan 2021 (12UTC run).
The WMO essential tropical cyclone trajectories from the 06 and 18 UTC forecast cycles are released in test mode. Products are available from the ECMWF DCPC interface.

Stop of Parallel Dissemination of German SHIP Reports in FM13 TAC

As already announced in a previous article of this Operational Newsletter, Deutscher Wetterdienst will stop the parallel dissemination of German SHIP reports in FM13 TAC (Traditional Alphanumeric Code, ASCII) by the 19th January 2021. There will be no TAC FM13 data dissemination after this date.
All observational SHIP reports are available in FM94 BUFR code. Should you miss any data in BUFR, please contact DWD at wis@dwd.de
