Terms of Reference

TERMS OF REFERENCE
1. Review and recommend the update to the Manual on the Integrated Processing and Prediction (WIPPS) (WMO-No. 485) and the Guide to WIPPS (WMO-No. 305) to SC-WIPPS, including functions and products relevant to WIPPS activities under its responsibility.
2. Analyze and identify gaps of WIPPS relevant to sub-seasonal to decadal climate prediction, especially leading the WIPPS User Category of Climate Service in WIPPS Rolling Review of Requirements (RRR) under the coordination by ET-WIPPSDE.
3. Review compliance of WIPPS Designated Centres (WIPPS-DCs) under its responsibility with the Manual to ensure that their functions are conducted properly, and quality-assured products are delivered to Members in a timely manner; This includes the assessment of the technical capabilities of applicants to WIPPS-DCs.
4. Provide recommendations for standard evaluation metrics to assess the quality information of climate reanalysis.
5. Develop, review, and update the relevant publication materials.
6. Provide guidance on capacity building related to the comprehension of climate prediction and contribute to outreach activities designed by SC-WIPPS and other related activities and entities such as Regional Training Centres.
7. Evaluate new developments and advances in prediction models and related systems, focusing on both in operational and research regarding sub-seasonal to decadal climate prediction.
8. Provide the guidance to WIPPS-DCs under its responsibility to support the developments of their technical capabilities.
9. Coordinate emerging infrastructure requirements with WIPPS-DCs under its responsibility.
10. Coordinate the WIPPS activities under its responsibility and also relevant activities in collaboration with relevant expert groups in Research Board, Technical Commissions, and partner organizations if necessary.
