Terms of Reference
The RA V Working Group on Services (WG-S) supports the implementation of services-related resolutions and decisions regionally with the following ToR:
(a) Follow up on the resolutions, decisions and recommendations of Cg, EC, RA V and RA V MG, addressing services- and application-related matters (WMO Long-Term Goals (LTGs) 1, 3 and 4), for the activities to be undertaken at a regional level;
(b) Identify and regularly monitor critical gaps and needs for new and improved services and analyse related capabilities among Members, particularly for developing Members, including (but not exclusively) the implementation of the regional aspects of the Global Multi-hazard Alert System (GMAS), operationalization of objective seasonal forecasts and associated tailored products, Regional Climate Outlook Forums (RCOFs) and Regional Climate Forums (RCFs) and develop a road map and regional implementation plan to support improvements and capacity development activities (LTG 4), to be included in the RA V Operating Plan (Work Programme);
(c) Draft and update on a regular basis the RA V Operating Plan (Work Programme) for the relevant components pertaining to services and applications, and monitor the progress of the implementation for the Association’s review and approval;
(d) Design and propose a substructure, such as Expert Teams (ETs)/Joint Expert Teams (JETs) and Focal Points (FPs), along with their ToR, suggested composition and expected deliverables, as necessary, to implement agreed activities in the RA V Operating Plan (Work Programme), for RA V MG’s approval;
(e) Oversee the governance of [New Zealand] regional subprogrammes of the WMO Severe Weather Forecasting Programme (SWFP) in RA V and establish reporting mechanisms to the WG-S from the respective [New Zealand] Regional Subprogramme Management Teams (RSMTs) [New Zealand];
(f) Provide feedback to and consult with the Commission for Weather, Climate, Hydrological, Marine and Related Environmental Services and Applications (SERCOM), including through the RA V representative on the SERCOM MG, SERCOM experts from RA V and experts serving on both SERCOM and RA V subsidiary bodies, on RA V Members’ requirements and needs on weather, climate, hydrological, marine and related environmental services and applications and on the implementation of technical priorities and associated capacity-development activities, including providing inputs to the proposed work programme of the Commission;
(g) Collaborate with RA V Members, SERCOM and other bodies and mechanisms, as necessary, to support the reviewing and auditing of [New Zealand] relevant regional centres established by WMO bodies, ensuring that the services and functions being delivered by them continue to respond to the needs of the region and are in compliance with WMO standards and guidelines;
(h) Facilitate the production of the annual State of the Climate in the South-West Pacific report;
(i) Propose RA V events and share information on these in advance, with the support of Members;
(j) Facilitate the sharing of knowledge, experience, and technology among RA V Members, in collaboration with other bodies and mechanisms;
(k) Submit annual reports to the RA V MG, according to the RA V Operating Plan (Work Programme), and share the report with Members and the SERCOM MG.
