Any DBNet operator experiencing duplicated bulletin headers to contact regional GISC for allocation of CCCC groups per station and then follow the steps required by WMO to implement that (incl. informing the WIS team via email: wisatwmo [dot] int (wis[at]wmo[dot]int)) to avoid the issue of ambiguous identification of data on the GTS (i.e. bulletin headers are generated more than once with the same name)
