Training Workshop on National Frameworks for Climate Services (NFCS) in South America

The World Meteorological Organization (WMO), through the ENANDES+ Project, is convening the Training Workshop on National Frameworks for Climate Services (NFCS) in South America from 25 to 28 August 2026 in Asunción, Paraguay. The workshop brings together National Meteorological and Hydrological Services (NMHSs), Regional Climate Centres, Regional Training Centres and partner institutions from across South America to strengthen the development and implementation of National Frameworks for Climate Services.
Building on the achievements and lessons learned from ENANDES and ENANDES+, participants will exchange experiences, assess progress in NFCS development, and work collaboratively to prepare country-specific roadmaps aligned with the objectives of the Global Framework for Climate Services (GFCS). The workshop will also promote regional cooperation and knowledge sharing to enhance climate services and support climate-informed decision-making across the region.
Over four days, participants will address key topics related to climate observations, forecasting, climate information systems, user engagement, capacity development, regional cooperation, and the socioeconomic benefits of climate services. The programme combines plenary discussions, technical exchanges, peer-learning activities and dedicated working sessions for the development of national NFCS roadmaps.
Objectives
The workshop seeks to:
- Assess the status and maturity of NFCS implementation across South American countries.
- Support the development of country-specific NFCS roadmaps.
- Strengthen regional cooperation and peer-to-peer exchange through the ENANDES+ network.
- Promote engagement between climate service providers and climate-sensitive sectors.
- Contribute to a shared regional vision for strengthening climate services in South America.
Expected Outcomes
- Draft NFCS roadmaps developed by participating countries.
- A regional synthesis of common priorities, challenges and opportunities.
- Strengthened cooperation among NMHSs, Regional Climate Centres and partner institutions.
- A regional cooperation framework to support the continued advancement of climate services in South America.
