2nd edition of the WMO Long-Term Plan for Aeronautical Meteorology
Background
Consistent with Recommendation 4 (CAeM-16) and Resolution 28 (Cg-18), the Standing Committee on Services for Aviation (SC-AVI) si responsible for maintaining the Long-Term Plan for Aeronautical Meteorology (LTP-AeM) (WMO AeM SERIES No. 5), first published in 2019, and to develop a next iteration (second edition) of the document when deemed necessary.
A review of the 2019 edition of the long-term plan was undertaken by SC-AVI during 2020-2021, in preparation for a new edition. It was determined that while the 2019 edition provided rich information on the drivers for change and considerations relating to the evolving service provision over the next decade (i.e. the 2020s), WMO Members were offered limited guidance upon which to make decisions relating to service delivery transformation at a national or regional level.
A Task Team on the Long-term Plan (TT-LTP) was, therefore, set up to lead the development of an update to the 2019 edition of the LTP-AeM. Between 2023 and 2025, the TT-LTP actively worked on updating the 2019 version of the plan (LTP-AeM), starting with a writing workshop in October 2024, with work continuing for the following 12 months and culminating in a draft manuscript for consideration by SC-AVI-4 (4-6 November 2025).
Latest Developments
In November 2025, through Recommendation 2 (SC-AVI-4), the Standing Committee provided its endorsement of the proposed update to the LTP-AeM. It was then socialised with the Management Group of the Commission for Weather, Climate, Hydrological, Marine and Related Environmental Services and Applications (SERCOM-MG), and subsequently the Management Group of the Commission for Observation, Infrastructure and Information Systems (INFCOM) and the WMO Research Board. It was then submitted to the fourth session of the Commission for Weather, Climate, Hydrological, Marine and Related Environmental Services and Applications (SERCOM-4) for consideration, with a view to present and promote it at the 20th World Meteorological Congress (Cg-20) in 2027.
